In Urba ran yeas as designated in the <br />Land Use Element of the Comprehensive Plan, public <br />and/or private water and sewer lines should exist <br />at the site ar be assured of installation as part <br />of the development process prior to the approval of <br />any development project. <br />a. "Assured of installation" shall mean that the <br />municipality, private association or water or <br />sewer authority to whose system the <br />development project is to be connected has <br />reviewed and approved preliminary plans for <br />proposed water and/or sewer lines, the <br />adequacy of the existing system(s) to which <br />the connection(s) will be made, the capacity <br />of existing water and/or sewer treatment <br />facilities, and the method of funding proposed <br />extensions of water and/or sewer lines. <br />b. "Development process" shall mean the <br />commencement of construction on the <br />development project. <br />Following review and approval of preliminary plans <br />as described in "a" above, the board of directors <br />or governing board of the municipality, association <br />or authority must have approved, through formal <br />resolution or other agreement, the provision of <br />water and/or sewer service to the development <br />project. Such approval is contS,ngent upon the <br />developer submitting final construction plans for <br />review and approval to the municipality, <br />association or authority as well as appropriate <br />State and/or Federal agencies prior to commencing <br />construction of the improvements. <br />2. Since Transition Areas would be considered for <br />annexation bymunicipalities once development is <br />proposed or has occurred, areas proposed for or <br />with individual on-site or alternative wastewater <br />treatment systems would represent a potential <br />concern to the municipality, private association ar <br />water or sewer authority to whose system the <br />develapment was to be connected. For this reason, <br />Orange County will evaluate the following <br />provisions for inclusion as part of its approval <br />
