A cooperative joint planning process should be <br />developed and implemented among the County, its ~: <br />municipalities, surrounding jurisdictions and <br />utility providers responsible far water and sewer ' <br />lines to guide the extension of lines in accordance <br />with the land use plans and policies of the <br />affected jurisdictions. <br />Delete 2. Land in areas changing from rural to urban in <br />. character and which could reasonably be developed <br />to accommodate urban-type densities should be <br />designated as Transition Areas in the Land Use <br />Element of the Comprehensive Plan. Such lands are <br />currently but not completely served. by urban <br />systems such as water and sewer lines. Transition <br />Areas should be further classifi~3 into Ten and <br />Twenty-Year areas to reflect the most appropriate <br />sequence of development as the areas change from <br />rural to urban and services are extended. <br />Delete 3. Intensive land uses should be directed to <br />Transition Areas and away from areas which are <br />suitable for continued agricultural uses and which <br />are protected as Water Supply Watersheds and Water <br />Quality Critical Areas. <br />Delete 4. Rural, low-density land surrounding Urban Areas, <br />but beyond the Transition Areas, should be <br />designated as Rural Buffer in the Land Use Element <br />of the Comprehensive Plan. These areas will remain <br />rural in character, will not require urban services <br />and will maintain farming or rural non-farm <br />residential development as the most appropriate <br />land use. <br />Delete 5. Land in areas suitable for low-density residential <br />development but not suited for agricultural uses, <br />that is not dependent on urban services and to <br />which urban services will not be extended within <br />the next twenty years should be designated as Rural <br />Residential a.n the Land Use Element of the <br />Comprehensive Plan. <br />
