•§ EDC Nov 22, 1988 <br /> (Changes made since 10110188 public hearing are underlined. ) <br /> Goal 5 - Financial Participation <br /> Establish a basis for orange County's participation in the <br /> financing of water and/or sewer services and facilities. <br /> A. General Policies <br /> 1 . Orange County's investment in water and or sewer <br /> facilities and/or extensions which have a relation <br /> to safeguarding the public health , safety and <br /> general welfare may be financed DZ the following <br /> means : <br /> a. Revolving fund; <br /> b. State/Federal grants and loans; and/or <br /> C. General Fund and Enterprise Fund <br /> contributions . (Includes both capital and <br /> operating funds) <br /> General Fund contributions, both capital and <br /> operating, will be used only if funding cannot be <br /> obtained from other sources . <br /> 2 . Water and/or sewer facilities and/or extensions <br /> for economic development purposes or for the <br /> development/expansion of a County-owned system may <br /> be financed by the following methods : <br /> a. Revolving fund; <br /> b. State/Federal grants and loans; and/or <br /> C. General Fund and Enterprise Fund <br /> contributions . ( Includes capital funds only) <br /> Capital funds from the General Fund will be used <br /> only if funding cannot be obtained from other <br /> sources . <br /> Delete 3 . Orange County ill not participate in projects <br /> which will ben it exclusively private interests . <br /> Public expenditu s shall further be limited to <br /> projects in approv d service areas (Transition <br /> Areas designated on he Land Use Element of the <br /> Comprehensive Plan) a /or for which there is <br /> County funding response ility. <br />
