.a <br />~:~ <br />d) Adequate access to and from the site as well as adequate space - <br />off the road right-of-way, is provided for the safe bringing <br />and pick-up of children and is provided in such a manner that <br />traffic generated by the day care facility is not disruptive <br />to adjacent residential properties. <br />e) Fencing and/or screening is to be provided which assures the <br />protection of the children receiving day care, protects <br />adjacent residential properties from trespass, effectively <br />screens the view of any outdoor play area, and reduces noise <br />associated with the operation of the day care facility. <br />The Board of Child Care Networks have reviewed a draft of the <br />proposed amendments and provided comments which are included in the agenda <br />abstract. <br />The Planning Staff amended the proposals to reflect the concerns <br />of Child Care Networks and are recommending approval of the proposed amendments. <br />In answer to a question from Planning Board member Eddleman <br />Collins stated that this amendment uses language contained in a booklet produced <br />by the State licensing agency. A copy of the state licensing requirements could <br />be obtained. <br />Commissioner Marshall noted that she felt specific criteria could <br />be provided for this standard. Collins responded that this could be reviewed. ~-'~} <br />He continued that establishing a cut-off point between what is safe and what is ,. <br />not safe is a difficult one and varies £rom location to location. <br />There were no public comments. <br />Motion was made by Commissioner Marshall, seconded by Commissioner <br />Hartwell to refer this item to the Planning Board for a recommendation to be <br />brought back to the Board of Commissioner no sooner than January 3 , 19$9. <br />VOTE: UNANIMOUS. <br />4. SUBDIVISION REGULATIONS TEXT AMENDMENTS <br />a. Section III (New) Application and Approval Procedures and <br />Section V (New) Specifications for Plat Drawings <br />The presentation was made by Planner Mary Scearbo. <br />This is the second public hearing for proposed amendments to <br />Sections III and V of the Subdivision Regulations relating to plat approval <br />procedures and plat specifications. <br />The first hearing took place on August 22. At that time the Board <br />of Commissioners directed that a committee be formed to discuss and refine the <br />amendment in response to concerns expressed at the hearing. The draft being <br />
