' MINUTES <br />JOINT PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />AND <br />THE ORANGE COUNTY PLANNING BOARD <br />MONDAY, NOVEMBER 28, 1988 7:30 P.M. <br />The Orange County Board of Commissioners and Planning Board met for a Joint <br />Meeting on Monday, November 28, 1988 at 7:30 p.m. in Superior Courtroom, new <br />County Courthouse, Hillsborough, North Carolina. <br />BOARD MEMBERS PRESENT: Acting Chair Moses Carey, Jr., and Commissioners <br />John Hartwell, Shirley E. Marshall and Don Willhoit. BOARD MEMBER ABSENT: <br />Stephen Halkiotis. <br />ATTORNEY PRESENT: Geoffrey Gledhill (left at 8:20 p.m.) <br />PLANNING BOARD MEMBERS PRESENT: Vice-Chair Sharlene Pilkey, and members <br />Chris Best, Virginia Boland, Carol Cantrell, Dan Eddleman, Betty Eidenier, Mike <br />Lewis, and Steve Yuhasz. <br />PLANNING BOARD MEMBERS ABSENT: Chair Barry Jacobs, Abbie Dickinson, Jean <br />Hamilton, and Prince Taylor. <br />STAFF PRESENT: County Manager John M. Link, Jr., Deputy Clerk to the Board <br />Kathy Baker, Clerk to the Board Beverly A. Blythe, Administrative Assistant <br />Joanna Bradshaw, Planning Director Marvin Collins, Erosion Control Officer Warren <br />`---~ ~'aircloth, Economic Development Director Sylvia Price and Planners Emily Crudup, <br />.Eddie Kirk and Mary Scearbo. <br />L_ ~ A. $OARD COMMENTS <br />Commissioner Hartwell reported on a Joint Governmental Meeting with Chatham <br />County, Town of Chapel Hill and Town of Carrboro noting that one of the items to <br />come from that meeting was additional protection for the Haw River. He stated <br />that Chatham County has a special zoning designation such as a rural designation <br />along the Haw River in Chatham County. He noted that he felt the request would <br />be made to Orange County to make the same designation along that stretch of the <br />Haw River which is in Orange County and that this designation is very similar to <br />the overlay district in Orange County for watersheds. <br />B.
