RESOLUTIONS OR PROCLAMATIONS <br />1, RESOLUTION PROHIBITING CORPORAL PUNISHMENT OF PRESCHOOL CHILDREN <br />Motion was made by Commissioner Marshall, seconded by Commissioner <br />Garey to adopt the following resolution and to send copies to the North <br />Catalina Day Care Commission, State Representatives and the Governor. <br />RESOLUTION IN SUPPORT <br />OF <br />PROHIBITING CORPORAL PUNISHMENT <br />OF PRESCHOOL CHILDREN <br />WHEREAS, the Human Services Advisory Commission of Orange County has devoted <br />several of its meetings this year to an investigation of child abuse and <br />neglect in Orange County; its prevalence, causes, the alarming suffering it <br />causes, as well as the costs to individuals and the community, and, therefore, <br />the necessity of putting in place strategies to prevent such abuse and <br />neglect; and, <br />WHEREAS, the condoning in any group care setting of adults hitting, slapping, <br />spanking, or making any other form of assault against the physical person of <br />any child will surely serve to promote, rather than to prevent, that kind of <br />aggressive behavior in families and among children themselves; and, <br />WHEREAS, we regard the protection of the physical well being and the dignity <br />of children (as well as dependent adults) to be a basic responsibility of any <br />official or organization charged with their care, and affirm the position of <br />the North Carolina Day Care Commission in having made the rule prohibiting <br />corporal punishment of preschool children as one which provides such <br />protection; and, <br />WHEREAS, we understand that the North Carolina Day Care Commission is to rule <br />in the final months of 1988 or the beginning of 1989 on whether the rule <br />prohibiting corporal punishment is to be overturned, <br />THEREFORE, be it resolved that the Orange County Board of Commissioners <br />supports continuation of the rule prohibiting corporal punishment of preschool <br />children in all day care facilities. <br />VOTE: UNANIMOUS. <br />
