;:~ a. <br />Upon motion of Commissioner Halkiotis, seconded by Commissioner <br />Marshall, the foregoing resolution entitled: "RESOLUTION DECLARING <br />THE RESULTS OF THE SPECIAL BOND REFERENDUM HELD IN THE COUNTY OF ti. <br />ORANGE, NORTH CAROLINA ON NOVEMBER 8, 1988 UPON THE QUESTIONS OF <br />APPROVING $22,000,000 SCHOOL BONDS, $7,000,000 PUBLIC BUILDING BONDS <br />AND $1,000,000 WATER BONDS" was passed by the following vote: <br />Ayes: Commissioners Carey, Halkiotis and Marshall <br />Noes: None <br />This ended the official proceedings for the Declaration of Bond <br />Referendum Results. <br />3 USER FEE REPORT <br />Finance Director Ellen Liston explained that a user fee assessment <br />done last Spring indicated that there are many services being provided to <br />specific groups of citizens and developers in Orange County for which the <br />County is not recovering an appropriate amount of its costs. Special emphasis <br />will be put on the areas of Planning and Inspections and Environmental health <br />because these are the areas with the greatest unrecovered costs. The maximum <br />cost of the study if done by David M. Griffith and Associates would be <br />$24,399. <br />Motion was made by Commissioner Marshall, seconded by Commissioner <br />Hartwell to authorize the County Manager to negotiate and contract with the <br />firm of David M. Griffith and Associates to undertake a user fee study. <br />VOTE: UNANIMOUS. <br />4. AIRPORT CONTRACT APPROVAL <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Marshall to authorize the Acting Chair to the Board to sign the Notice to <br />Proceed and the contract with Wilbur Smith Associates for Planning/Engineering <br />services in conjunction with the proposed new general aviation airport in <br />Orange County. <br />VOTE: UNANIMOUS. <br />5 ASSIGNMENT OF HOUSE AND BUILDING NUMBERS AND ROUTE ~1. <br />Marvin Gollins presented for consideration of approval the proposed <br />house and building numbers for that portion of Rural Route 11 which lies <br />outside the municipal limits of the Town of Carrboro. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Hartwell to approve the house and building numbers for that portion of Rural <br />Route ll which lies outside the municipal boundaries of the Town of Carrboro, <br />followed by notification of the Chapel Hill Postmaster, the N.C. Department <br />of Transportation, and the Towns of Chapel Hill and Carrboro, as required by <br />G.S. 153A-240; notification by letter of the 52 residents whose addresses <br />will not be affected. <br />VOTE: UNANIMOUS. <br />6.
