NICHOLS PLACE PRELIMINARY PLAN <br />The Preliminary Plan for Section Two Nichols Place was presented for <br />consideration of approval. The property is located in Little River Township on NC 57. <br />Seventeen (17) lots are proposed out of 32.38 acres. The property is not zoned and <br />the Land Use Plan designation is Agricultural Residential. <br />Motion was made by Commissioner Marshall, seconded by Commissioner Hartwell <br />to approve the Preliminary Plan as presented and approved by the Planning Board and <br />the Administration. <br />VOTE: UNANIMOUS. <br />7. APPROVAL OF ADVERTISEMENT FbR NOVEMBER 2._.~. 1988 PUBLIC HEARING <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Halkiotis <br />to approved the Notice of Public Hearing as presented and contained in the agenda. <br />VOTE: UNANIMOUS. <br />ADDED ITEM <br />8. ABANDONMENT OF ENO MOUNTAIN ROAD <br />John Link explained that the County has received a request from the Town of <br />Hillsborough to consider their request as expressed by a resolution of intent to <br />abandon a certain portion of right-of-way with reversion of ownership back to Piedmont <br />Minerals once the new Eno Mountain Road is completed. NCDOT has earmarked money to <br />pave this road. It will be reconfigured which means that some of the present right- <br />of-way will not be needed and additional right-of-way will be needed. The additional <br />right-of-way that will be needed is owned by Piedmont Minerals. Piedmont Minerals <br />wants to be assured that when the new road is finished the right-of-way that is no <br />longer needed will revert back to them. Once the road is finished NCDOT will present <br />to the Board a petition to abandon that portion of right-of-way no longer needed. The <br />recommendation is to state the intent to do just that. <br />Commissioner Hartwell supports the request from Piedmont Minerals. He stated <br />that the goal as approved on the Hillsborough Thoroughfare Plan for aligning Mayo <br />Street and Eno Mountain Road was to provide good transportation in and out of <br />Hillsborough Business Center. This does not achieve that goal. The Plan that was <br />agreed upon and adopted should be followed. <br />Motion was made by Acting Chairman Carey, seconded by Commissioner Hartwell <br />to indicate their intent to request that DOT abandon the right-of-way, provided that <br />the road is constructed on the right-of-way consistent with the Hillsborough <br />thoroughfare plan, 'as adopted and approved by NCDOT, and authorize the Chair to sign <br />the resolution. VOTE: UNANIMOUS. <br />H. APPOINTMENTS <br />None <br />EXECUTIVE SESSION <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Halkiotis to go <br />into executive session to discuss two legal matters. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Halkiotis to go <br />back into regular session. <br />
