<br />waste and suggesting different ways to educate the public to the Green Sox situation. <br />County Manager John Link emphasized that it is a problem that can only be solved with <br />more money for equipment and manpower. It is a problem that can be solved by the <br />County owning the sites and providing sites large enough not only to accommodate the <br />present small green baxes but to accommodate the separation at that source far <br />recycling, chipping or whatever the process may be. The sites will need to be large <br />enough for conversion to rolloff containers. The rolloff sites are more attractive <br />and easier to use. With the rolloff containers, there is more expense with <br />retrofiting the equipment and compaction at the site. As the tipping fees increase, <br />more contractors will be using the green baxes. The County may want to establish <br />sanitary districts or contract for garbage pickup. It is a large problem that will <br />cost more money to do a better job. <br />Commissioner Halkiotis made reference to the dumping of whitegoods in the river <br />and emphasized that the public needs to be educated on the damage that is caused by <br />this dumping. <br />2. ENO RIVER VOLUNTARY MANAGEMENT PLAN (A copy of the agreement is in the <br />permanent agenda file in the Clerk's Office). <br />Jahn Link gave a status report on implementing the Eno River Voluntary Water <br />Management Plan. He explained that since the adoption an September 8 by the North <br />Garolina Environment Management Commission, two meetings have been held with the <br />technical management team. The draft agreement is intended to solidify the <br />responsibilities of the various jurisdictions in carrying out the water management <br />plan. The County staff is making sure the Gounty is meeting the instream flow <br />requirement as mandated by the State. The Plan has been shared with the other <br />jurisdictions and they have been requested to return comments by November 15. This <br />__ plan could then be adopted within the next six weeks. The schedule is to have this <br />plan in place by January 1, 1989. <br />Commissioner Hartwell expressed concern with the system of controlling the amount <br />of instream flow and the inconsistent daily readings of that flow. <br />. John Link indicated that the Hillsborough officials know about this problem and it <br />is a problem Hillsborough will need to address. Each entity is responsible for <br />reading their own gauge. The County reads the gauge at Lake Orange. <br />F. ITEMS FOR DECISIONS ~ CONSENT AGENDA <br />Motion was made by Commissioner Marshall, seconded by Acting Chair Moses <br />Carey, Jr. to approve the items an the Consent Agenda as listed below: <br />1. CABLE TELEVISION FRANCHISE TRANSFER = FIRST READING <br />Adopt the resolution on first reading approving transfer of Alert Cable TV <br />Franchise from Wometco to Cablevision Industries. (Resolution is stated in the minutes <br />for November 15 upon the adoption of the second reading). <br />2.. PROFESSIONAL SERVICES CONTRACTS FOR HEALTH DEPARTMENT <br />Approve professional service contracts between the Health Department and <br />various UNC-Health Science schools and departments (Family Medicine, OB/GYN, <br />Pediatrics, Pharmacy and Dentistry) and authorize the Chair to sign. <br />3.
