MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />NOVEMBER 1, 1988 <br />The Orange County Board of Commissioners met in regular session on November 1, <br />1988 at 7:30 p,m. in the Courtroom of the Old County Courthouse, Hillsborough, North <br />Carolina. <br />BOARD MEMBERS PRESENT: Acting Chair Moses Carey, Jr., and Commissioners Stephen <br />Halkiotis, John Hartwell, Shirley E. Marshall and Don Willhoit, <br />ATTORNEY PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager Albert <br />Kittrell, Deputy Clerk to the Board Kathy Baker, Clerk to the Board Beverly A. <br />Blythe, Data Processing Director Keith Brooks, Planning Director Marvin Collins, <br />Public Works Director Wilbert McAdoo, Planners Don Powell and Mary Scearbo, and <br />Health Director Dan Reimer. <br />A. BOARD AND MANAGERS COMMENTS <br />Acting Chair Moses Carey announced that he received a resolution from OWASA <br />supporting, the one million dollar bond issue for acquisition of land for a reservoir <br />as proposed by Orange County. <br />Commissioner Hartwell commented that a person applying for a commercial kennel <br />license was visited and because of the briefness of the visit was presented with a <br />list of items that had to be corrected before she could receive a license, He <br />stressed that all employees need to see themselves as an employee of the person they <br />;i are with when they are interacting with citizens, <br />Commissioner Halkiotis announced that the Rural C <br />haracter St <br />ud Commit <br />tee wi <br />y 11 be <br />hold several daytime meetings with different groups in the County to share information <br />about this study and a public information meeting on Wednesday, Nov. 30. He commented <br />about the political signs that have been removed from the roadside by the NCDOT in <br />Orange County. He asked why Orange County was being discriminated against and <br />requested that Commissioner Willhoit work through the County Commissioners Association <br />on resolving this discriminatory practice. <br />County Manager John Link added two items to the agenda: <br />(1) Public Hearing on the Assignment of House and Building Numbers to be <br />assigned to Rural Route l in the County, served by the Hurdle Mills Post <br />Office, and <br />(2) Resolution of Intent - Abandonment of Old Eno Mountain Road Right-of-way <br />(Ite~ G-8) <br />B. PUBLIC COMMENTS <br />NONE <br />C. MINUTES <br />Motion was made by Commissioner Marshall, seconded by Commissioner Hartwell to <br />approve the minutes for October 3, 1988 as corrected. <br />VOTE: UNANIMOUS. <br />PUBLIC CHARGE <br />Acting Chair Moses Carey read the public charge. <br />
