ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 18, 2006 <br />Action Agenda <br />Item No. ,5 -~ <br />SUBJECT: Renewal of Consolidated Agreement Between Health Department and NC <br />Department of Health and Human Services <br />DEPARTMENT: Health <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Consolidated Agreement and <br />Assurances <br />INFORMATION CONTACT: <br />Rosemary Summers, 245-2411 <br />PURPOSE: To approve the annual consolidated agreement between the NC Department of <br />Health and Human Services and the Orange County Health Department, which provides state <br />and federal funds to the Health Department to partially support mandated services. <br />BACKGROUND: The attached agreement stipulates the provisions for receiving state and <br />federal support for the programs listed below. At this point in time, most programs are funded <br />at the same levels approved for the current budget year; however, there are two funds that may <br />have reductions. Health promotion funds in the amount of $24,461 are dependent upon <br />inclusion of the preventive services block grant by the U.S. Congress. Public health <br />preparedness funds are anticipated to be reduced by 15% across the board to all counties, a <br />loss of $10,221 for Orange County. This past year, however, public health preparedness funds <br />were reallocated from counties that did not spend their funds and Orange was able to justify <br />and receive an additional $28,000. Orange County and Chatham County staffs will work <br />together to see if any collaboration can yield any leverage for grant funds going forward.
