In accordance with the policy dated September 30, 1985, Chair Marshall stated <br />that she has listened to all the tapes from the August 22, 1988 Joint Public Hearing. <br />Motion was made by Commissioner Carey, seconded by Commissioner Willhoit to <br />approve the minutes for September 6, 1988 as corrected. <br />VOTE: UNANIMOUS. <br />PUBLIC CHARGE <br />Chair Shirley E. Marshall read the public charge. <br />D. RESOLUTIONS OR PROCLAMATIONS <br />None <br />E. REPORTS <br />1. REVISED DRAFT ORANGE COUNTY WATER SEWER POLICY (A copy of this document is <br />in the permanent agenda file in the Clerk's Office). <br />County Manager John Link indicated that this draft policy incorporates those <br />comments made by the municipalities, Economic Aevelopment Gommission, the <br />Environmental Affairs Board and the water providers in the County. It is a working <br />draft and Link proposed that a public hearing be set for October 10 to receive <br />citizen comments. <br />Planning Director Marvin Collins made the following comments about the <br />proposed Water/Sewer Policy. He stated that the policy is broken down in terms of <br />five goals which are (1) water supply, (2) sewage disposal, (3) urban development, <br />(4) County involvement and (5) financial participation. <br />He noted that the general policies as outlined under water supply is that it <br />is the County's intention to cooperate with municipalities, and water utility <br />providers in surrounding jurisdictions in terms of identifying and developing water <br />supplies. That same intent is reflected in goal two - sewage disposal. <br />With reference to wastewater disposal, Collins stated that the proposed <br />policy does reflect that the County would like to explore, to the extent that it is <br />legal and feasibly possible, establishing an inspection and monitoring program for <br />both individual on-site systems as well as larger community systems. <br />Other concerns centered on the issue of sewage disposal and the requirement <br />of backup nitrification fields for individual and community systems. This needs to <br />be explored further. <br />With reference to the issue of the County becoming actively involved in some <br />type of wastewater treatment program in terms of on-site systems, Collins indicated <br />that it was felt that an educational program to let the property owner know how they <br />could use their particular site in terms of the soil conditions that existed on that <br />site. Tf the property has already been developed, an educational program an how to <br />operate and maintain the particular type of system on the property is needed. OWASA <br />expressed the concern that these alternative systems be designed so that when water <br />and sewer is extended the connection could be made with the collection systems <br />already meeting their standards. <br />Collins continued briefing the Board on what is included in the policy. He <br />stated the concerns that were expressed by the agencies and/or boards and what is <br />included in the policy which address those concerns. <br />In answer to a question from Chair Marshall about the county's qualifications to <br />do a fiscal impact analysis, County Manager John Link stated that Brad Barker has <br />developed some assistance along that line from TJCOG. They have a process by which <br />you can look at the pluses of an industry and determine what they will require from <br />
