r v J <br />MINUTES <br />-- ORANGE COUNTY BOARD OF COMMISSIONERS <br />AND <br />~.:;~ ORANGE COUNTY PLANNING BOARD <br />- AUGUST 22, 1988 <br />The Orange County Board of Commissioners met in Joint Session with the Orange <br />County Planning Board for the Quarterly Public Hearing on August 22, 1988 at 7:30 p.m. <br />in Superior Courtroom, new Gounty Courthouse, Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Vice-Chair Moses Carey, Jr.,'and Commissioners <br />Stephen Halkiotis, John Hartwell and Don Willhoit. <br />COUNTY COMMISSIONER ABSENT: Chair Shirley E. Marshall. <br />PLANNING $OARD MEMBERS PRESENT Chair Barry Jacobs, Chris Best, Virginia Boland, <br />Dan Eddleman, Sharlene Filkey, Prince Taylor and Steve Yuhasz. <br />PLANNING BOARD MEMBERS ABSENT: Carol Cantrell, Abbie Dickinson, Brenda Swann. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager John M. Link, Assistant County Manager Albert <br />Kittrell, Clerk to the Board Beverly A. Blythe, Administrative Assistant Joanna <br />Bradshaw, Planners Gene Bell, Emily Crudup, Brad Tongan and Mary Scearbo. <br />A. BOARD COMMENTS <br />Commissioner Stephen Halkiotis informed the Boards and public that NCDOT will be <br />placing a signal light at the intersection of US 70 and Orange High School Road. <br />Vice-Chair Moses Carey announced that at the request of OWASA, the Chair of the <br />Board of Commissioners, Shirley Marshall, proclaimed a Stage Three Mandatory Water <br />Restriction in effect as of this date, August 22, 1988. <br />Commissioner John Hartwell informed the Board that the Federal Government has <br />enacted a new insurance plan for which approximately 400 persons in Orange County <br />will be eligible through Social Services. He noted that requests for additional <br />staff to process applications would be forthcoming from Social Services and must be <br />accommodated before the budget year ends, <br />$.
