Collins noted that the first draft was reviewed by <br />a surveyors organization <br />{ and this proposal is based on information <br />received from that organization. <br />Guido De Maere, attorney, spoke on behalf of the real property <br />section of the Orange County Bar Association. He noted that the <br />association had serious concerns about some of the plat requirements <br />noting that the purpose of recording the plat is to have land <br />records. He expressed concern that the plats were becoming <br />impossible to read and distinguish property lines. He also had <br />concerns that requirements would be changed and thus, at some future <br />time, some of the information on a plat would na longer be <br />applicable. He noted that overlays could be created through the <br />computer systems for plat records. <br />Jacobs noted that when a plat is recorded, those conditions on the <br />recorded plat are never changed, they remain a requirement on that <br />particular plat. County Attorney, Geoff Gledhill agreed that changes <br />in the Ordinance would not change an existing recorded plat. If an <br />amendment or change is proposed for an existing development, then an <br />amended plat would be recorded. He felt that mast of the <br />requirements on the plats were site specific. <br />Thomas Ramsey, representing the Northwestern Triangle of the North <br />Carolina Society of Surveyors presented a prepared list of comments <br />to be reviewed b staff (an attachment to these minutes on <br />pages ) . 3 ~~`.~45 <br />Hartwell expressed concern that sufficient attention and review was <br />not being done due to the lateness of the hour and the inability to <br />concentrate sufficiently on those items. <br />Commissioner Willhoit moved that items 4a, 4c and 4e be referred to <br />the Planning Board for recommendation and hold the public hearing on <br />item 4f until September 6, 1988 at 7:00 p.m. Seconded by <br />Commissioner Hartwell. Vote. was unanimous. <br />Agenda items b, c, d, a and f under Zoning Ordinance Text Amendments, <br />agenda items b, d, f, and g under Subdivision Regulations Text <br />Amendments, and agenda items a and b under Private Road Standards <br />Text Amendments were continued to September 6, 1988 at 7:00 p.m. by <br />consensus. <br />6. Flood Damage Prevention Ordinance Text Amendments <br />a. Article 2 - Definitions (Definitions of "Existing Manufactured Home <br />Park <br />or Subdivision" and "Expansion to an Existing Manufactured Home Park <br />or Subdivision") <br />b.
