319 <br />Motion died for lack of second. <br />Commissioner Carey moved to refer all the Zoning Atlas amendments to <br />the Planning Board for a recommendation to be brought back to the <br />Board of Commissioners on October 3, 19$$. Seconded by Commissioner <br />Halkiotis. Vote was unanimous. <br />3. Zoning Ordinance Text Amendments <br />a. Article 7.20 - Planned Developments <br />(Mobile Home Parks - Size Limitations) <br />Staff presentation was made by Mary Scearbo. <br />This proposed amendment is to clarify the_ intent <br />of the 25-acre maximum limit oii the size of mobile home parks. <br />As worded separate parks may be permitted adjacent to each other <br />under separate permits in 10 to 25 acre increments. A request was <br />received from Wood's Edge Mobile Home Park to expand through a <br />separate Special Use Permit and the total park acreage would exceed <br />25 acres. <br />In the course of review, the County Attorney <br />.raised the issue of acreage. It was his opinion that the ability to <br />extend mobile home park areas through separate permits could not have <br />- been the intent of the ordinance. The Ordinance Review Committee <br />"'"' concurred with the County .Attorney's interpretation. <br />The Ordinance Review Committee recommended that <br />the amendment be presented for consideration of removing the 2S-acre <br />cap as recommended by the <br />Low to Moderate Income Housing Task Force. <br />The Committee further recommended that: <br />1. If the cap is not eliminated, then a minimum distance of <br />separation should be established between mobile home parks; and <br />2. Consideration should be given to a limitation on the number of <br />units per park in addition to or in lieu of the acreage <br />limitation. <br />The Planning Staff recommends that a policy decision be made to <br />address the underlying issue <br />of whether the County desires to have smaller <br />parks distributed throughout the County or Fewer parks or greaten <br />size and that the ordinance be amended to reflect that policy. <br />,i Roger Dale Stephens, owner and developer of Wood's Edge Mobile Home <br />Park, expressed concern with the burden placed on young couples due <br />to the high cost of land and new house .construction. Mr. Stephens <br />continued, asking that the recommendation of the Low & Moderate <br />
