He expressed concern that land is condemned ~ <br />in the public interest for power plants and easements and felt that <br />it is time that land be taken in the public interest far other <br />values. <br />Planning Board Chair Jacobs asked Max Wallace about reviewing Duke's <br />sub-committee reports. Mr. Wallace responded that those reports <br />would not be available until the Board of Trustees made its <br />recommendations. <br />Commissioner Willhoit moved: <br />1) that the public hearing on the PID be continued to provide an <br />opportunity for Duke University to present the results of their <br />studies for consideration by the Planning Board and the Board of <br />Commissioners; <br />2) that the Planning Board be requested to recommend at the Board of <br />Commissioners <br />October 3, l98$ meeting a process to work with Duke University in <br />preparing and reviewing their recommendations; <br />3) that the public hearing not be continued <br />beyond February 6, 1989; and <br />4) that Orange County accept Duke University's offer to not initiate <br />development of the designated lands prior to March 6, 1989. <br />Commissioner Carey asked if the motion was recommending a process <br />beyond that already in place far Planning Soard deliberations. <br />Commissioner Willhoit responded that because of the importance of <br />this issue to Orange County that the County should try and engage in <br />more of a dialogue with Duke University. He felt that continuing the <br />public hearing would establish a better working relationship with <br />Duke University. <br />Commissioner Hartwell stated he felt it is unrealistic to expect <br />recommendations from Duke University by March 1989. He continued, <br />that he felt the most constructive thing that Orange County can do is <br />to make a clear statement about the role the County feels the <br />forestlands should play in the future of Duke University. He felt <br />the appropriate action to take would be to zone Duke. Forest <br />properties Public Interest Districts. <br />Commissioner Willhoit responded that he is very much an advocate of <br />the PID and Rural Buffer and <br />he felt the larger issue to be addressed is to establish a <br />relationship with Duke University. <br />Commissioner Carey indicated that he did not feel the change to PTD <br />would prevent Duke from ultimately accomplishing the goals that it <br />desires for some of its properties. <br />
