~~~ <br />received plans for the widening of I-$5 but it is not known how this <br />would affect Mr. Kennedy's property. <br />Mr. Cox continued that the Kennedy property lies very near one of the <br />more narrow parts of the Eno River State Park and is adjacent to <br />property that may at some point be additional park land. He felt <br />that the interchange would affect Mr. Kennedy's property and asked <br />that there be no expansion of commercial property be allowed in this <br />area. <br />Richard Helwig spoke in support of the Public Interest District <br />zoning for Duke Forest properties in Eno Township. <br />Ernie Mills expressed concern with the downzoning of Whispering Pines <br />Subdivision and asked where the water drained from this subdivision. <br />Planner Brad Tongan responded it drained to the Eno River. Mr. <br />Mills felt that downzoning would create more drainage problems. <br />Planner Tongan noted that Whispering Pines is currently located in a <br />Transition Area and is also noted in the Durham City Comprehensive <br />Plan as being in their urban growth area which means they expect to <br />serve that area of Eno Township with water and sewer within the next <br />twenty years. Mr. Mills asked that a change of zoning be delayed <br />until such time as water and sewer is pzovided by the City of Durham. <br />Mrs. Margaret Coile stated that she is ownex of 170 acres bounded on <br />the north by 1 1/2 miles of the Eno River and on the south by US 70 <br />and IO-85. She noted that her property borders Mr. Kennedy's on <br />three sides and is zoned residential. She expressed concern with the <br />commercial use by Mr. Kennedy and asked that it be zoned Existing <br />Commercial-5 so that no expansion of the commercial use would be <br />allowed. <br />J. B. Brame, president of Bramco which owns approximately 200 acres <br />in Orange County, urged that the proposed rezoning not be approved <br />and expressed concern with the serious impact of the additional <br />twenty-foot road frontage requirement. <br />Bill Clayton, property owner within 500 feet of Whispering Pines <br />Subdivision, expressed opposition to the rezoning. from R-1 to R-2. <br />His concerns were with traffic impact, poor perk conditions and the <br />altogether negative impact on the community. Flanner Brad Torgan <br />responded that no change in development activity is expected based on <br />the zoning change of Whispering Pines. He noted that development can <br />already occur on the existing lots under the R-1 designation so long <br />as required setbacks can be met. Health Department requirements for <br />septic tank suitability must be met. <br />Vice-Chair Moses Carey read a letter submitted b Mr. John R.
