Economics of a project <br />could change and what may have been approved for a portion of a site <br />may be the only portion developed. That would have to be weighed <br />against designating the entire tract as transition which would be <br />opening up four to five times more land area for higher densities. <br />In some ways it becomes a trade-off; which is more advantageous, to <br />~, ~imit Wit, tc~,,~~,~a,~,~,;,p~;~~,,,~,~n~,,a,;~;],~,,n.~-,~,.t~,~ designate entire <br />~.. ... w-..r ~. wv .+r+ .~ <br />tract. <br />Jacobs asked if a third alternative could be to more clearly define <br />the County's water and sewer policy before making a determination to <br />extend it to such a large project. Collins responded that he had <br />already made the point that the policy itself would have to be <br />amended in order for the entire project to be served with public <br />water and sewer. If the policy is not amended and the application is <br />approved, the only area that could be served is the 91 acres. The <br />remainder would have to be on wells and septic tanks or some other <br />alternative systems. Collins expressed agreement that the policy is <br />the key issue in this application. <br />Commissioner Halkiotis asked how much of the 250 acres designated for <br />lakes, park and golf course would actually be included in lakes and <br />their uses besides irrigation of the golf course. Collins responded <br />that the golf course would be approximately l75 acres, park site 25+ <br />acres and the remaining would be open, space (50.acres) for lakes. <br />Commissioner Halkiotis continued, asking the time frame for <br />development and Collins responded ten to fifteen years. --" , <br />Commissioner Halkiotis asked what guarantee the County would have i:::;?::.;.; <br />that development did not extend beyond that time or that the project ~~. <br />would be completed at all. Collins responded there was no guarantee. <br />This project is a "first" for this portion of the County. The market <br />and the project itself would dictate how well and at what rate it is <br />,developed. <br />Commissioner Halkiotis asked Collins' opinion as a professional <br />planner of the economic impact such a project would have for this <br />part of the County. Collins responded that if the project is <br />successful, the County could anticipate more applications for changes <br />in that area. The project would set the tone for the area, There <br />might be other developments, perhaps not as large, wanting to take <br />advantage of golfing facilities. There would also possibly be an <br />increase in the number of smaller developments. <br />The Public Hearing was open for citizen comments; <br />Steve Jeck of Hillsborough expressed concern with the taking away of <br />forestlands, He also expressed concern with such a technical. <br />analysis. He felt that the golf course did not satisfy the <br />recreation requirement for the majority of the people as the forest <br />and river did. He asked that the Boards consider strongly those <br />public comments before making a decision for approval. <br />
