Joint Planning Area Land Use Plan Adjustment of Transition Area I Boundary <br />CONTINUED TO AUGUST 22, 1988 MEETING <br />10. Joint Planning Area Land use Plan Adjustment of Transition Area II Boundary <br />Motion was made by Commissioner Carey, seconded by Commissioner Hartwell to <br />approve the Planning Board and Administration's recommendation to approve an amendment to <br />the Joint Planning Area Land use Plan to relocate the Transition Area II boundary north <br />of Carrboro to a set distance of 400 feet from the Duke Forest border with the following <br />provisions: <br />(1) That a 100-foot natural buffer be retained or installed on each <br />new lot adjacent to the Duke Forest border; <br />(2) That the 100-foot buffer may be disturbed only when necessary to install a <br />ground absorption sewage disposal system, and only to the extent necessary <br />to install such facilities; and <br />(3) Within that portion of the rural buffer adjacent to the Transition Area II <br />boundary and located within 400 feet of land owned by Duke University <br />presently used by Duke University as part of Duke Forest, public sewer <br />service will be permitted only when: <br />(a) Evidence is submitted that the property is unsuited for <br />ground absorption sewage disposal systems; and <br />(b) It is clearly demonstrated the layout of proposed lots, through <br />clustering or other alternative site designs, which provides for <br />building sites and public sewer service extensions within Transition <br />Areas is not possible due to topographic or other physical <br />constraints. <br />VOTE: UNANIMOUS. <br />11. Joint Planning Area Land Use Plan and Land Use Element of the Comprehensive <br />Plan - Bingham Township Land Use Plan Update <br />CONTINUED TO AUGUST 22, 1988 MEETING. <br />ADDED ITEM <br />13. Response to Hazardous Waste Treatment Facility <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Carey to <br />respond that Orange County is not interested in being considered as a site for a <br />hazardous waste treatment facility but is interested in learning more about the issue. <br />VOTE: UNANIMOUS. <br />H.
