~~~ <br />4. Sable Run Preliminary Plat <br />Planner Mary Scearbo presented for consideration the preliminary plan for Sable <br />Run. The property is located in Bingham Township on the east side of Buckhorn Road. ~,•,,. <br />Twenty-two lots are proposed out of a total acreage of 44.25. The Froperty is zoned <br />Agricultural Residential and is located in the Cane Creek watershed. The Planning Board :{ <br />has recommended approval with six conditions and the Administration concurs. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner Halkiotis to <br />approve the preliminary plat for Sable Run subject to the following six conditions: <br />(].) All lots receive access from Silver Fox Lane. <br />(2) An easement (public) providing access to the cemetery on lot #19 <br />shall be shown on the preliminary plat. <br />(3) Prior to final plat recordation, an easement (public) must be approved <br />including and providing access to the cemetery on lot #19. The recorded <br />document shall state that a Removal of Graves Certificate should be filed <br />with the N.C. Department of Human Resources if the remains are to be ~ <br />entered in another location. The boundaries shall be marked on the <br />property. <br />(4) Documentation by the applicant, working with Planning Department Staff, of <br />all available information on the cemetery on lot #19, including plot plan, <br />marker types, and stone inscriptions. <br />(5) No further extension of Silver Fox Lane will be allowed. <br />(6) If permanent stormwater management devices are required by the Erosion <br />Control Officer, a Homeowners Association shall be formed to maintain the <br />devices. <br />VOTE: UNANIMOUS. <br />5. Ttails End Preliminary Plat <br />The property is located in Hillsborough township on Dimmocks Mill Road and <br />backs up to Seven Mile Creek downstream from the reservoir site being considered. The <br />tract is zoned Agricultural Residential, Protected Watershed II (Upper Eno) and Water <br />Quality Critical Area. Two residential Iots are proposed out of 6.68 acres. The <br />Planning Board and the Administration recommends approval with one condition. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner Halkiotis to <br />approve the preliminary plat for Trails End subject to the condition that restrictive <br />covenants be provided for review and approval by the County Attorney which include a <br />prohibition of further subdivision of lot #2. <br />VOTE: UNANIMOUS. <br />6. Rural Character Study - Consultant Recommendation <br />Motion was made by Commissioner Willhoit, seconded by Commissioner Halkiotis to <br />approve the firm of Lane Kendig, Inc, to perform the Rural Character Study for Orange <br />County and that the Chair to the Commissioners be authorized to sign the contract on <br />behalf of the Board. <br />Marvin Collins explained that funds for this study were approved last year. <br />The Rural Character Study Committee considered three proposals submitted by consultants <br />and had personal presentations before making their final decision. He explained the <br />procedure that was followed which led to the recommendation of Lane Kendig, Inc. and <br />outlined the scope of work which would be included in the final report. <br />Chair Marshall asked for clarification on how the consultant would interact <br />with the committee and haw decisions and recommendations will come back to the Board for <br />their decision. Collins explained that Kendig would like for the Board of Commissioners <br />to be involved in the entire process which would include attending meetings to hear <br />citizen comments. <br />
