The following five points are as corrected by the Board: <br />(1) The $1,000,000 from the bond issue will be considered a loan to the future <br />`- users of a new water supply developed in northern Orange County and this <br />$1,000,000 is to be repaid by those same users as defined by the service <br />~ district. <br />deleted (2) In order to pay this back to the Gounty there would need to be surcharges <br />or water bills, or other methods to recapture the money the County <br />provided for the land. <br />(3) The future water users would pay for the operation and maintenance of that <br />debt service for the reservoir and dam including the $1,000,000 loan from <br />the County. <br />(4) Any land bought by the County would not be released for use as a water <br />supply to any entity until arrangements for payment of the $1,000,000 were <br />negotiated. <br />(5) The County does not intend to subsidize const~:uction of the <br />reservoir. <br />.Tohn Link indicated that given those assumptions for funding, an organizational <br />stzucture would be some type of enterprise with operation and maintenance and debt <br />service being paid for through the establishment of a service district or Authority. <br />After various input from the Commissioners, Manager Link indicated that several <br />models would be brought back to the Board for their review. This will be done for both <br />of the dam sites and include input from the Institute of Government, OWASA, Orange <br />Alamance Water System and others. <br />2. Signage at Gounty Facilities <br />.Tanet Sparks, chair of the Public Relations-Public Information Gommittee (PRPI) <br />-, explained that one of the projects of the committee is signage for the County facilities. <br />i The test sites are the Tax and Records Building and the Agriculture and Planning Center. <br />i These will be evaluated before proceeding to do all the buildings. She illustrated on a <br />`'"-"~ prototype that was done by Planner Don Powell, the layout of the signs and explained <br />where the signs would be placed. <br />Chair Marshall suggested putting a sign at the Hillsborough's Visitors Center. <br />Sparks explained the schedule for signage of all the County facilities that <br />will be followed if the test sites are successful. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Halkiotis to <br />approve proceeding with these two test sites with a report to be brought back to the <br />Board. <br />VOTE: UNANIMOUS. <br />3. Request to Initiate Legal Action -Linwood and Linda Bradsher and Glenn Fuller <br />Planning Director Marvin Collins explained that Linwood and Linda Bradsher and <br />Glenn Fuller placed a mobile home on property without securing the necessary planning <br />building, health department permits. They have been notified on two separate occasions <br />by certified mail of the need to come in and have the permit question resolved but have <br />nat responded to either request. A third letter was sent recently which indicated that <br />if steps were not taken to resolve the problem that this request would come before the <br />Board of Commissioners. No response was received. He requested that the Board approve <br />the initiation of legal proceedings against Linwood and Linda Bradsher and Glenn Fuller. <br />After a brief discussion of this situation and two others, it was decided that <br />the administration would make one more attempt to have this person come into compliance. <br />As a matter of policy this should be done in every case before it is brought to the <br />Board. <br />i <br />
