He spoke in opposition to any type of public mortgage on his grandchildren's <br />..._ homes and earnings. If the money is needed, the tax rate should be raised now. He <br />questioned hiring a bond attorney from New York instead of one from North Carolina. He <br />referred to the two resolutions of support from the two school systems and questioned the <br />dollar amount needed for facilities. The amount needed from the two systems far <br />facilities to meet the requirements of the constitution totals $45,839,572. He asked why <br />the amount of the bond issue was for $22,000,000 and not for that total amount. The bond <br />issue is not valid to meet the needs of the school children. Commissioner Willhoit <br />explained that the other needs would be met with other tax revenues over the life of the <br />Capital Improvement Plan. Barbour referred to the Bond Order and asked that if it is not <br />the intention of the Board to issue any more bonds in the future how the reservoir would <br />be financed. He stated he supports the schools and education in the State but wants to <br />avoid as much public debt as possible. He asked questions about the bond attorney and <br />the interest the County would pay on the bonds and Finance Director Ellen Liston answered <br />his inquiries. <br />Commissioner Halkiotis stated to Mr. Barbour that at the July 5 public hearing, <br />Mrs. Barbour was afforded the opportunity to read his letter and declined to do so. As <br />part of the process for public. hearings, the Commissioners are allowed to make comments. <br />Chair Marshall stated that his letter for tha July 5th meeting was submitted into <br />the perri~anent record of that meeting. <br />PAT SANFORD spoke in support of the bond referendum. She asked that something be <br />done just as soon as possible far expansion of the animal shelter because they are <br />reaching critical overcrowding. She supports all three parts of the bond referendum and <br />pledged to work for its passage. <br />BARBARA LONG spoke about the expansion of the animal shelter. She spoke of her <br />concern for the health and well being of the animals at the shelter and its overcrowded <br />_..,`. conditions. She pledged support for the bond referendum. <br />There were no other public comments made in person or by written statement on the <br />validity of said bond orders ar the advisability of issuing said. bonds. All the foregoing <br />statements were duly considered by the Board of Commissioners. <br />NOTE: Commissioner Hartwell was present and voted on the three orders. <br />Chair Marshall introduced the three orders authorizing bonds. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner Halkiotis on the <br />Order Authorizing $22,000,000 School Bonds which was adopted on July 25, 1988. This <br />order was read aloud by Commissioner Willhoit. <br />VOTE: UNANIMOUS. Chair Marshall announced the vote on the final passage of this order <br />as five (5) ayes and no noes and that the order entitled "Order Authorizing $22,000,000 <br />school bonds" has been adopted. <br />Motion was made by Commissioner Carey, seconded by Commissioner Halkiotis on the <br />Order Authorizing $7,000,000 Public Building Bonds which was adopted on July 25, 1988. <br />This order was read aloud by Commissioner Gorey. <br />VOTE: UNANIMOUS. Chair Marshall announced the vote on the final passage of this order <br />is five (5) ayes and no noes and that the Order entitled "Order Authorizing $7,000,000 <br />Public Building Bonds" has been adopted. <br />
