Q'J <br />PUBLIC HEARING <br />1. Public Hearing - $30 Million Bond Referendum <br />In accordance with the procedures for presenting the bond orders for public <br />comments, Chair Shirley E. Marshall read the following: <br />"The Chairman announced that this was the hour and day fixed by the Board of <br />Commissioners for the public hearing upon the orders entitled: "ORDER <br />AUTHORIZING $22,000,000 SCHOOL BONDS", "ORDER AUTHORIZING $7,000,000 PUBLIC <br />BUILDING BONDS" and "ORDER AUTHORIZING $1,000,000 WATER BONDS" and that the <br />Board of Commissioners would immediately hear anyone who might wish to be heard <br />on the questions of the validity of said orders or the advisability of issuing <br />said bonds." <br />PUBLIC COMMENTS <br />KAKI HUROW - spoke on behalf of the League of Women Voters of Chapel Hill/Carrboro. <br />She read the following statement: <br />"On numerous occasions in the past the League of Women Voters of Chapel <br />Hill/Carrboro has expressed its support for funding the needs of the school systems <br />in Orange County, both for operations and capital improvements. This year the <br />school systems in Chapel Hill/Carrboro and Orange County have demonstrated needs for <br />capital improvements - needs due to population growth already experienced as well as <br />projected. The League of Women Voters of Chapel Hill/Carrboro urges you, the <br />members of the Board of Commissioners, to proceed with the proposed bond referendum <br />in support of school facilities for both systems. We also ask you to approve the <br />amount stipulated without deletions." <br />JUDY JONES - spoke on behalf of education and animals. She pledged support for. the <br />bond issue in its entirety. She stated that the schools are already overcrowded. The <br />explosion of human population has brought about an explosion of the population of cats <br />and dogs. These animals are multiplying and the animal shelter is overcrowded. She <br />urged the Board to as quickly as possible start to selling the bond issue. She pledged <br />her help in any way. This bond issue will provide what is needed now to survive as a <br />community. <br />JOYCE BROWN - spoke opposing the $1,000,000 bond issue for water bonds. Her entire <br />statement is attached to these minutes on page 2 q- and will become a part of the <br />permanent records for Orange County. <br />ALICE DAW50N, resident of northern Orange County, spoke in support of the bond <br />referendum. She spoke specifically in support of the expansion of the animal shelter <br />facility. She pledged her support for the bond issue in its entirety and any help that <br />needs to be given to the effort. <br />EVA HOLGWITZ spoke in support of the expansion of the animal shelter. She described <br />the overcrowded conditions at the animal shelter and commended the shelter for the work <br />they do. She pledged her support for the bond referendum. <br />•y <br />STEWART BARBOUR questioned the validity of the bond order. He referred to the <br />public hearing held on July 5 and stated he was not able to get a copy of the minutes <br />from that meeting He stated that he had submitted a letter to be heard at the public <br />
