PUB I CO!~.~IENTS <br />~{A1~TI HUROW - spoke on behalf of the League of Women Voters of CY~apel <br />Hill/Carrboro. She read the following statement: <br />---. "On numerous occasions in the past the League of Women Voters of Chapel <br />Hill/Carrboro has expressed its support for funding the needs of the school <br />,. .j systems in Orange County, both for operations and capital improvements. <br />This year the school systems in Chapel Hi11/Carrboro and Orange County have <br />demonstrated needs far capital improvements - needs due to population growth <br />already experienced as well as projected. The League of Women Voters of <br />Chapel Hill/Carrboro urges you, the members of the Board of Commissioners, <br />to proceed with the proposed band referendum in support of school facilities <br />fox both systems. We also ask you to approve the amount stipulated without <br />deletions." <br />JUDY JONE5 - spoke on behalf of education and animals. She pledged support <br />far the bond issue in its entirety. She stated that the schools are already <br />overcrowded now. The explosion of human population has brought about an <br />explosion of the population of cats and dogs. These animals axe multiplying and <br />the animal shelter is overcrowded_ She urged the Board to as quickly as possible <br />start selling the bond issue. She pledged hex help in any way. This band issue <br />will provide what is needed now to survive as a community. <br />JOYCE BROWN - spoke opposing the $1,000,000 bond issue for water bands. Her <br />entire statement is attached to these minutes on page and will become a <br />part of the permanent records for Orange County Government. <br />ALICE AkD SON, resident of northern Orange County, spoke in support of. the <br />bond referendum. She spoke specifically in support of the expansion of the <br />animal shelter facility. She pledged her support for the bond issue in its <br />entirety and any help that needs to be given to the effort. <br />EVA HOLGWITZ spoke in support of the expansion of the animal shelter. She <br />described the overcrowded conditions at the animal sheltex and commended the <br />shelter fox the work they do. She pledged her support for the bond referendum. <br />STEWART BAPBOUR questioned the validity of the bond order. He referred to <br />the public hearing held on July 5 and stated he was not able to get a copy of the <br />minutes from that meeting and he had submitted a letter to be heard at the public <br />hearing and only a portion was read aloud while an absentee Commissioner's letter <br />was read aloud. He spoke in opposition to any type of rublic mortgage on his <br />gxandchildrer.'s homes and earnings. If. the maneti is needed, the tax rate should <br />be raised now. He questioned hiring a bond a~torney from New York instead of one <br />from North Carolina. He xeferred to the two resolutions of support from the two <br />school systems and 4uestioned the dollar amount needed for facilities. The <br />amount needed prom the two systems for facilities to meet the requirements of the <br />constitution totals $45,839,572. He asked why the amount of the bond issue was <br />not for that total amount instead of $22,000,000. The bond issue is not valid to <br />meet the needs of the school children. Commissioner Willhoit explained that the <br />other needs would be met with other tax revenues over the life of the Capital <br />Improvement Plan. Barbour xeferred to the Bond Order and asked if it is not the <br />intention of the Board to issue any more bonds in the future how the reservoir <br />would be financed. He stated he supports the schools and education in the State <br />but wants to avoid as much public debt as passible. He asked questions about the <br />bond a;.torney and the interest the County would pay on the bonds and Finance <br />Airectox E11en Liston answered his inquiries. <br />Com*ni.ssionex Halkiotis stated to Mr. Barbour that at the July 5 public <br />hearing, Mrs. Barbour was afforded the opportunity to read his letter and <br />declined to do so. As part of the process for public hearings, the Commissioners <br />are allowed to make comments. <br />e~ <br />
