The letter will be revised to be more specific. <br />Motion was wade by Commissioner Halkiotis, seconded by Commissioner Carey to <br />approve the legal notice and items for discussion for the regularly scheduled <br />quarterly public hearing on August 22, 19$$ as amended. <br />VOTE: UNANIMOUS. <br />4. Animal Control Status Report <br />Director of Health Dan Reimer reported that a meeting was held between <br />administrative personnel directly involved with registration of animals and their <br />conclusion is that it be retained as part of the animal control function. At the <br />Health Board Meeting there was not a duly constituted quorum but the unanimous <br />opinion of those in attendance was that it not be changed at this time. The process <br />has been refined and the application for next year will make it easier to register <br />animals. <br />Commissioner Hartwell agreed with the present process o£ registering <br />animals. <br />Commissioner Carey encouraged the County to initiate. discussions on the <br />County's relationship with APS. He stressed that an agreement outlining the County's <br />responsibility and its relationship with APS needs to be developed. <br />Commissioner Willhoit suggested that at a minimum there should be a place on <br />the tax listing form asking if they own any dogs or cats. This would then be a <br />trigger to mail out a card for registering. He feels the system is cumbersome, <br />inefficient, and not working. It is putting the burden on the people who are <br />complying and not those who are not complying. <br />Commissioner Halkiotis agreed with continuing with the same process for <br />another year but expressed a real concern if the County is paying for an employee to <br />keep a data base on dogs and cats in the County. He emphasized educating the public <br />about the problem o£ increased animal population and what they can do to help. <br />John Link asked that this be viewed as a transition period. This is one of <br />the equity issues that will be studied during the next year. <br />The Board asked that the administration communicate with the Board the <br />educational process that will be used in educating the public and informing them of <br />animal registration. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner Halkiotis <br />to put on the tax listing form for 19$9 a place for the citizens to -list how many <br />dogs and cats they own and if they are neutered or unneutered. <br />VOTE; AYES, 2; NOES, 3 (Chair Marshall, Commissioners Carey and Hartwell) <br />5. Economic Development Strategic Planning--Proposed Gontract for Public <br />Technology, Inc. (A copy of the contract is in the permanent agenda file in <br />the Clerk's Office). <br />John Link explained the contract and the approach Public Technology Inc. <br />will take in the strategic planning process. <br />Motion was made by Commissioner Hartwell, seconded by Chair Marshall to <br />approve the contract with Public Technology, Inc, to provide consultation to the <br />Economic., Development Commission for strategic planning in the amount of $7,96$ and <br />authorize the Chair to sign. <br />VOTE: UNANIMOUS. <br />6.
