Commissioners Support of Z. Smith Reynolds Crant Application (Inter-Faith <br />Council) <br />To endorse the submission of an application by InterFaith Council and <br />authorize the Chair to sign. <br />VOTE: UNANIMOUS. <br />G. ITEMS FOR DECISION--REGULAR AGENDA <br />1. Deerfield Crossing--Preliminary Plan <br />Planner Mary Scearbo presented for Board consideration of approval the <br />preliminary plan for Deerfield Crossing. The property is located in Bingham Township <br />off Apple Mill Road. Nine lots are proposed out of ,,21.45 acres. The average lot size <br />is 2.3$ acres. The property is zoned Agricultural Residential (AR) and WQCA. The <br />Administration and the Planning Board recommends approval with a Class B private road <br />subject to the following condition: <br />1. Provide restrictive covenants for review which prohibit further <br />subdivision o'f the nine (9) lots shown on the preliminary plan and <br />delineate the water quality buffer in the covenants and an the plat. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Carey to <br />approve the preliminary plan for Deerfield Crossing as recommended by the _, <br />Administration and the Planning Board. <br />VOTE: UNANIMOUS. <br />2. Town of Hillsborough--Request for Orange County to Relinquish Administration <br />of Subdivision Regulations <br />Motion was made by Chair Marshall, seconded by Commissioner Carey to <br />approve relinquishing the administration of the subdivision regulations to the Town <br />of Hillsborough as recommended by the Administration and the Planning Board. <br />VOTE: UNANIMOUS. <br />3. August 22, 198$ Quarterly Public Hearing <br />(A copy of the advertisement is in the permanent agenda file in the Clerk's <br />Office) . <br />Commissioner Hartwell expressed concern about the 70 foot sight triangles <br />as they relate to flag lots. Collins explained that sight triangles only apply where <br />one public road intersects another such as a local residential street might intersect <br />highway $6. Theze would be few instances that there would be a flag lot at an <br />intersection. <br />Commissioner Hartwell questioned the procedures for notification of a <br />violation of the Zoning Ordinance and the statement "notified by registered mail <br />return receipt or other means" and asked why not specify "other means" and Collins <br />indicated this would be rewarded to be more specific. <br />Commissioner Hartwell questioned the first paragraph of the letter of <br />notification proposed to be sent to the property owner.
