i <br />~~~ <br />2. An error or omission in the Plan; or <br />3. A change in the policies, objectives, principles or standards <br />_ governing the physical development of the County; and <br />WHEREAS, proposed amendments to Articles 2.2.12 through 2.2.14 of the Orange <br />County Zoning Ordinance were presented at public hearing on February <br />22, 1988 which re-defined the nature, intent, and method of adopting <br />the Comprehensive Plan for Orange County; and <br />WHEREAS, following the conclusion of the public hearing and the receipt of <br />the Planning Board recommendation, the Board of Commissioners <br />adopted the proposed amendments on April 4, 1988; and <br />WHEREAS, article 2.2.12 of the Zoning Ordinance, as amended, states that one <br />element of the Comprehensive Plan shall be a Recreation Element <br />which designates a system of areas and public sites for recreation, <br />including parks and playgrounds, recreational trails, and other <br />similar areas; and <br />WHEREAS, the Master Recreation and Parks Plan fulfills the purpose and intent <br />of the Recreation Element of the Comprehensive Plan: and <br />WHEREAS, article 2.2.13 of the Zoning Ordinance, as amended, states that the <br />Board of Commissioners, upon receipt of a recommended Comprehensive <br />Plan and portions thereof from the Planning Board, shall adopt them <br />by resolutions; and <br />WHEREAS, a public hearing was conducted on February 22, 1988 for the purpose <br />of designating and incorporating the Master Recreation and Parks <br />Plan as the Recreation Element of the Comprehensive P1_an; and <br />'; - <br />WHEREAS, public hearings on the Master Recreation and Parks Plan were <br />conducted on November 23, 1987, February 22, 1988, April 19, 1988, <br />and May 2, 1988; and <br />WHEREAS, following conclusion of the public hearings and the receipt of the <br />Planning Board recommendation, the Board of Commissioners wishes to <br />designate the Master Recreation and Parks Plan as the Recreation <br />Element of the Comprehensive Plan: <br />NOW, THEREFORE, BE IT RESOLVED by the Orange County Baard of Commissioners that: <br />1. The aster Recreation and Parks Plan (Chapters 1-7, exclusive of <br />any reference to the capital improvements funding program) is <br />hereby adopted and designated as the Recreation Element of the <br />Comprehensive Plan for Orange County. N.C. <br />Adopted this 5th day of July, 1988. <br />VOTE: UNANIMOUS. <br />2. Proclamation of July as Recreation and Parks Month <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Carey <br />to proclaim July as Recreation and Parks Month as stated below: <br />
