Master Recreation and Parks Plan <br />Motion was made by Commissioner Carey, seconded by Commissioner Hartwell <br />to approvE the resolution as stated below which incorporates the Master <br />Recreation and Parks Plan (Chapters 1-7, excluding reference to the capital <br />improvements funding program) as the Recreation Element of the Comprehensive <br />Plan. <br />RESOLUTION <br />OF THE <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />ADOPTING AND DESIGNATING <br />THE MASTER RECREATION AND PARKS PLAN <br />AS THE <br />RECREATION ELEMENT OF THE COMPREHENSIVE PLAN FOR <br />ORANGE COUNTY, NORTH GAROLINA <br />WHEREAS, the Board of Commissioners adopted the Orange County Land Use Plan <br />on September 2, 1981; and <br />WHEREAS, the Board of Commissioners has from time-ta-time adopted amendments <br />to the O.ran~e County Land use Plan because of: <br />1. Changed or changing conditions in a particular area or areas <br />the County: <br />2. An error ar omission in the Plan; or <br />3. A change in the policies, objectives, principles or standards <br />governing the physical development of the County; and <br />WHEREAS, proposed amendments to Articles 2.2.12 through 2.2.14 of the Orange <br />County Zoning Ordinance were presented at public hearing on February <br />22, 1988 which re-defined the nature, intent, and method of adopting <br />the Comprehensive Plan foz Orange County; and <br />WHEREAS, following the conclusion of the public hearing and the receipt of <br />the Planning Board recommendation, the Board of Commissioners <br />adapted the proposed amendments on April 4, 1988; and <br />WHEREAS, article 2.2.12 of the Zoning Ordinance, as amended, states that one <br />element of the Comprehensive Plan shall be a Recreation Element <br />which designates a system of areas and public sites for recreation, <br />including parks and playgrounds, recreational trails, and other <br />similar areas; and <br />WHEREAS, the Master Recreation and Parks Plan fulfills the purpose and intent <br />of the Recreation Element of the Cam rehensive Plan: and <br />WHEREAS, article 2.2.13 of the Zoning Ordinance, as amended, states that the <br />Board of Commissioners, upon receipt of a recommended Comprehensive <br />Plan and portions thereof from the Planning Board, shall adopt them <br />by resolutions; and <br />
