She felt this problem. should be considered as well <br />as that of conserving the land. <br />Chair Marshall commented that this item is not on the public hearing <br />agenda but that it does remain a concern. She noted that perhaps <br />solutions for such problems could be one of the results of the Rural <br />Character Study. <br />Marvin Collins, Orange County Planning Director, stated that Mr. David <br />Campbell who was unable to attend the public hearing asked that it be <br />entered into the record that he was "against all of it". <br />3. ORANGE COUNTY ZONING ATLAS <br />a. Town of Chapel Hill Zoning Plan - Transition Area in Chapel Hill Joint <br />Development Review Area <br />The presentation was made by Roger Waldon, Chapel Hill Planning Director <br />Section l.3 of the Joint Planning Agreement, enacted November 2, 1987, <br />states that the Agreement shall become effective on the effective date of <br />an Orange County ordinance: <br />1. Adopting the Agreement (after approved by Chapel <br />Hill and Carrboro); <br />2. Amending the County Zoning Ordinance (including Zoning Atlas) and <br />Subdivision Regulations to include the following: <br />a. A Zoning Map prepared by Chapel Hill for that portion of the <br />Transition Area that lies in the Chapel Hill Joint Development <br />Area (CHJDA) and the Chapel Hill Land Development Ordinance <br />making its provisions applicable to that portion of the <br />Transition Area located within the CHJDA; and <br />b. A Zoning Map prepared by Carrboro for that portion of the <br />Transition Area that lies in the Carrboro Joint Development <br />Area (CJDA), and the Carrboro Land Use Ordinance, making its <br />provis"ions applicable to that portion of the Transition Area <br />located within the CJDA; and <br />3. Amending the Joint Planning Land Use Plan text and map to reflect <br />the existence and show the location of Transition Area I and II <br />designations. <br />The Orange County Planning Staff has reviewed the proposed Zoning Plan <br />and found it consistent with the Joint Planning Area Land Use Plan.
