i` <br />.~ ~~ <br />Following conclusion of the public hearing, these matters should be <br />referred to the governing boards of the Towns of Chapel Hill and Carrboro <br />i.~_„ for decision and the Orange County Planning Board for a recommendation to <br />~.~. the Board of County Commissioners. <br />_ ... <br />There were no comments or questions from the elected boards. <br />Linda Brockwell Roberts - typed statement an attachment to these minutes <br />on pages'zo~ <br />Regina Nobblitt expressed cancern with the requirement of 1 unit per acre <br />noting that she lives in Transition Area II and has expressed this <br />concern at previous meetings. <br />Lois Herring presented the following statement representing Dick Helwig, <br />Democratic Party Chairman. <br />The platform of the Orange County Democratic Party had its formal <br />beginnings in 1981. Its initial purpose was to be a document listing the <br />many resolutions which were introduced, debated and passed at every <br />county convention. Future conventions could then focus on new issues and <br />only appropriate revisions to the previous platform were necessary. In <br />the seven years of modification and revision, our platform has developed <br />both breadth and depth of view as well as broad consensus. <br />There is direction for the platform's use in its Preamble: (It) "makes <br />the Party's views on issues known to the public, our representatives and <br />candidates...Although we address specific points to local, state, or <br />federal levels of government, we believe all individuals, as well as <br />_., governmental bodies, should work toward the implementation of these <br />principles." <br />Two of the nine major sections of our platform are pertinent to this <br />hearing: 5ecti.on II - Planning, Development and Growth states - The <br />Orange County Democratic Party supports municipal, county, regional, and <br />state planning to meet the challenge of population growth and economic <br />development in the coming years while maintaining the unique quala.ty of <br />life in Orange County. We support balanced and appropriate economic <br />growth to provide jobs and an increased tax base. <br />Under the statements addressed to local officials she emphasized the <br />following: <br />County and municipal governments should adhere strictly to land use <br />plans in approving development projects to assure minimum disruption <br />of existing neighborhoods. <br />County and municipal governments should provide for adequate water <br />supplies and protection of those watersheds. <br />County and municipal governments should work together to produce and <br />implement rational thoroughfare plans that keep pace with area <br />growth. <br />
