That the 100-foot buffer may be disturbed only when necessary to <br />install a septic tank and/or nitrification field, and only to the <br />extent necessary to install such facilities; and <br />3. That public sewer service be permitted for new lots where it is <br />proven that the property is unsuited for septic tank use. <br />Change designation of Horace Williams Airport and the adjacent UNC <br />property from "Public-Private Open Space" to "Future UNC Development" <br />When the Joint Planning Area Land Use Plan was adopted on August 19, <br />1986, and subsequently amended on October 13, 1986, the University of <br />North Carolina lands extending beyond the Chapel Hill and Carrboro <br />extraterritorial jurisdiction boundaries were designated as <br />"Public-Private Open Space". The status of the UNC holdings was <br />uncertain at that time, and the Joint Planning Area Land Use Plan <br />suggested that all or portions of the land be secured for recreational <br />purposes if the use; i.e., Horace Williams Airport, changed. <br />The Chapel Hill Interim Land Use Plan, in preparation at the same time as <br />the Joint Planning Area Land Use Plan, designated the site as <br />"University" or lands awned by the University of North Carolina. The <br />text indicated that a long-term goal was the relocation of Horace <br />Williams Airport. In the event that should occur, the site was <br />considered desirable for expansion of the UNC campus; i.e., a "second <br />campus" concept. + i <br />E:: <br />The inconsistency in the two Land Use Plans was recognized during the <br />development of zoning plans for the Transition Areas. The University was <br />subsequently contacted to determine its position with respect to the <br />site, and Vice chancellor Farris Womack responded, requesting a Land Use <br />Plan designation more suited for the future use of the property for. <br />institutional purposes. <br />The proposed designation of "Future UNC Development" recognizes the <br />potential of the site for campus expansion and other institutional uses, <br />providing the airport is relocated. The designation is also consistent <br />with the Chapel Hill Land Use Plan. <br />At its March 1, 1988 meeting, the Chapel Hill. Planning Board voted to <br />recommend approval of the proposed change. <br />At its March 3, 1988 meeting, the Carrboro Board of Aldermen approved a <br />resolution which stated concurrence with the UNC request that a mare <br />appropriate land use designation be provided. <br />The Orange County Planning Staff recommends approval of changing the <br />designation of Horace Williams airport and adjacent UNC property from <br />"Public-Private Open Space" to "Future UNC Development". <br />
