C. Continue and enhance programs to provide advocates for special needs children to help <br />their families negotiate the system. <br />Recommendation : Continue and improve literacy levels for all non - <br />English speaking children and youth. <br />Action Strategies: <br />A. Continue and improve the teaching of English as a Second Language (ESL) in all schools. <br />B. Provide basic skills training for those ESL students who need additional help. <br />Recommendation 7: Continue and improve special programs that <br />prepare at -risk children. <br />Action Strategies: <br />A. Continue and improve programs to prepare at -risk pre -K children (i.e. four year olds) for <br />school. <br />B. Continue and improve remediation programs for older students to bring them up to or <br />closer to grade level. <br />Recommendation : Continue and enhance efforts to provide students <br />with hands -on, real world experience. <br />Action Strategies: <br />A. Continue and enhance vocational training in all schools which prepares students for <br />technical schools. Enlist participation from local businesses. <br />B. Continue and enhance skill development opportunities available in apprenticeships and on- <br />the -j ob- training. <br />C. Continue and enhance mentor and internship programs at the high school level exposing <br />students to the nature of careers and career preparation in a variety of fields, such as business, <br />teaching, law, medicine, and research. <br />LOW <br />
