GOAL 4: Promote Health and Mental Health <br />Background /Rationale <br />The old adage, "the best defense is a good offense," <br />translates in public health thinking into another <br />favorite, "prevention is the best medicine ". <br />Recognizing that many health conditions can be <br />prevented through education, and mental health <br />problems controlled through treatment, the chief <br />priorities for intervention at the county level should <br />be prevention, education and treatment. These <br />strategies, informed by the inevitability of inheriting <br />tomorrow those conditions we fail to prevent or treat <br />today, can best be addressed through the following <br />actions. <br />
