Recommendation 3: Reduce per capita energy use from non - renewable <br />sources. <br />Action Strategies: <br />A. Initiate simple energy accounting studies in all new major construction projects to monitor <br />trends in energy use, particularly per capita use. <br />B. Conduct a study to consider subsidizing alternative electrical production. <br />C. See also the recommendations under Recommendation #2 above regarding energy - efficient <br />building, and Goal #3 regarding Transportation. <br />Recommendation 4: Reduce solid and hazardous waste. <br />Action Strategies: <br />A. Continue and enhance efforts to promote reduction, reuse and recycling of solid <br />waste and the elimination of the use of toxic chemicals; meet Orange County's adopted <br />goal of 45% solid waste reduction by 2001 and 61 % by 2006. <br />B. Develop and enforce standards for non - toxic, etc. building materials, so when <br />construction debris and demolition materials eventually enter the landfill they will be essentially <br />harmless. <br />C. Encourage building reuse rather than demolition. <br />D. Require manufacturers to be responsible for taking back packaging to encourage reuse and <br />internalize the cost of disposal. <br />E. Raise tipping fees and institute a pay as you throw system. <br />F. Encourage more regional planning regarding recycling and management of solid <br />waste, including locating a materials transfer site that would include C &D building materials. <br />G. Support regional efforts to prevent Shearron Harris from becoming a statewide site <br />for storing used fuel rods. Shearron Harris should be a storage site only for its own spent fuel <br />rods and should not be allowed to be a disposal site for spent fuel rods from other nuclear <br />facilities. <br />59 <br />
