B. Local governments, under existing planning policies, should continue supporting, as a high priority, the full and immediate disclosure of all local transportation and thoroughfare plans. They should encourage inter - governmental cooperation and facilitate greater citizen interest and participation in evaluating such plans with particular attention to such issues as: • Detailed corridor locations and road design; • Environmental impacts — air and water and particularly on natural areas and watersheds; • Historic sites, neighborhoods, and structures; • Impact on long- standing communities and neighborhoods; and • Alternative ideas and the reasonableness of a no -build alternative. 55
