Recommendation 1: <br />Action Strategies: <br />Set sustainability indicators and <br />benchmarks /targets to achieve. <br />A. Use the list of 44 sustainability indicators created by the SOCF Sustainability <br />Committee as a starting point. (See Appendix O for a list of the 44 indicators and a <br />report detailing their feasibility in terms of data availability and other factors.) As <br />appropriate, for each indicator set a benchmark, that is, a target to be achieved. (For <br />example, by 2005 achieve a 40% reduction in solid waste produced.) <br />B. Create a permanent county database for these key indicators (as part of a centralized <br />database for the county, as described in Recommendation 3 on page 29). <br />C. Track progress with annual sustainability reports to the community. <br />D. Use the indicators to help determine the effectiveness of current policies and as a <br />basis for making needed policy changes. <br />Recommendation 2: <br />Action Strategies: <br />Understand and assess natural resource limitations <br />to ensure sustainable use of resources and limits to <br />growth. <br />A. Examine status and trends of each resource, based on a small number of key <br />indicators. <br />B. Establish a general guide of standards and criteria based on resource limits that will <br />help define parameters of sustainability for Orange County. <br />Recommendation : Create strong mechanisms for regional planning <br />involving local municipalities, counties, major <br />institutions, and citizens. <br />Develop local participatory and collaborative inter- governmental processes that provides <br />the setting and framework for achieving shared goals and responsibilities, but support the <br />separate identity of each participating government. Current joint meetings and efforts to <br />collaborate among local governments in Durham, Orange and Chatham counties should be <br />continued and enhanced. <br />37 <br />
