B. Continue efforts to achieve and maintain fiscal equity (regarding costs and benefits) <br />between the University and L1NC Health Care System and the Orange County <br />community. <br />Recommendation 7: Work to coordinate our land use and transportation <br />planning boundaries. <br />Action Strategies: <br />A. Review periodically extra - territorial and planning jurisdictions to assure that <br />boundaries are still consistent with land use patterns and efficient service provision and <br />planning. <br />B. Review and revise, if necessary, existing metropolitan planning organization (MPO) <br />boundaries for the Durham - Chapel Hill - Carrboro and Burlington - Alamance MPOs <br />to see if they adequately meet transportation planning needs and involve all <br />stakeholders. Consider whether areas in western Orange County outside of MPO's <br />should be included. <br />C. Look at the existing Triangle J Council of Governments to see if its boundaries reflect <br />the Triangle region and meet local needs. <br />Recommendation : Improve communication and awareness among local <br />governments regarding each jurisdiction's programs <br />and initiatives. <br />Action Strate�v: <br />A. Institute a mechanism that ensures that all local government staffs communicate <br />and are aware of the initiatives and programs of other local governments in the <br />county. <br />Recommendation : Improve and streamline the development review <br />process, while protecting citizens' rights, for <br />commercial and residential development in areas <br />targeted for development. <br />Action Strate�v: <br />A. Provide clear guidelines and positive incentives for developments that meet the <br />community's goals. <br />35 <br />
