Action Strateu: <br />A. Create a coordinated Government Efficiency Project to combine and build upon work <br />already done by the individual governments to achieve greater efficiency. The Project <br />should study the feasibility and impacts of combining some Town and County <br />services to reduce redundancy and provide services more efficiently and more cost <br />effectively. One example previously identified is consolidation of the three Parks and <br />Recreation Departments. <br />Recommendation 2: Explore options forgetting the legislature to allocate <br />more powers to local governments to allow them to <br />better plan for and manage growth. <br />Action Strate�v: <br />A. Initiate and support efforts to change state legislation to allow for Home Rule, and <br />local authority to institute desired programs, such as Transfer of Development <br />Rights, Impact Taxes, and Inclusionary Zoning. <br />Recommendation 3: Look at alternative revenue sources to pay for Town <br />and County services. <br />Action Strategy: <br />A. Research feasibility and impact of creating alternative revenue sources including <br />consideration of a local sales tax, a real estate transfer tax, and increasing impact <br />fees (or taxes). <br />Recommendation 4: Ensure that decisions regarding infrastructure <br />provision are consistent with environmental <br />protection and fiscal goals. <br />Action Strategies: <br />A. Adopt coordinated Adequate Public Facilities Ordinances for the entire county to <br />ensure that development does not outstrip existing services or cause undue financial <br />burden to taxpayers; <br />33 <br />
