Definitions of Key Concepts <br />Note: This section does not attempt to define all terms used in the report. In addition, key terms <br />like Community - Building and Sustainability have pages devoted to their description and are not <br />included here. If a term is described to a level of detail in the document, it is not included in this <br />listing. <br />Adequate Public Facilities Ordinance (APFO): A zoning and /or land development regulation <br />with the goal of synchronizing development with the availability of public facilities needed to <br />support that development. The location, amount, type or mix of development is a product of the <br />County and municipal comprehensive plans and zoning ordinances. Adequate Public Facilities <br />Ordinances (APFO's) pace growth by affecting the timing of development to ensure that it is <br />matched with the availability of public facilities as noted by ajointly- prepared Capital <br />Improvement Plan. <br />Affordable Housing: Housing that can be purchased at a cost between 2.5 to 3 times a <br />household's total annual income. Rental housing is considered affordable if a household spends <br />no more than 30% of total household income on rent including utilities (HUD 2000 Standards). <br />In Orange, Durham and Wake Counties, most affordable housing programs focus on families at <br />80% and below of median income. <br />Auto - Limited Zones: Areas where pedestrian traffic and transit access is encouraged, and use of <br />personal automobiles is likewise discouraged via limited parking, narrow or "cobblestone" <br />streets, or other measures. This could be a block of a downtown area, a portion of a campus, or <br />other areas — to be identified depending on access and transportation needs. <br />Compact Mixed -Use (CMU) Developments: CMU's would focus development within areas <br />targeted for growth in the municipalities and their ETJ areas. These would be located in areas <br />best served by urban services and would be comprehensive and "internal" in nature, including <br />housing, commercial activities, civic and social components, and light industry (where <br />appropriate). Design standards would be used to ensure that the CMU is appropriate in scale and <br />nature to its surroundings, it would include a mix of housing types, values and styles. CMU's <br />should generally be within a 15- minute walk to commercial areas, have easy walking and bike <br />access, and be "people- friendly ", enhancing the sense of community among those living and <br />working in a CMU. <br />Development: The process of creating new land use activity on previously undeveloped land, for <br />the purpose of housing, population, and other non - residential uses. <br />Eco- Industrial Park: A eco- industrial park is a community of manufacturing and service <br />businesses with enhanced environmental and economic performance through collaboration in <br />managing environmental and resource issues. Eco - industrial parks embody sustainable <br />community economic development by bringing together ideas such as industrial ecology, <br />pollution prevention, sustainable design, architecture and construction, and company partnering. <br />109 <br />
