~'~ <br />He noted that the square foot cost originally contained in the CIP would be changed <br />somewhat from those original figures, He distributed a handout which listed the County <br />capital projects that would be funded from the bond and those that would be funded from <br />the pay-as-you-go monies. He explained the projects as listed below: <br />SOUTHERN HUMAN SERVICES BUILDING - the three million dollar figure reflects a <br />decrease in the square foot cast and the inflation factor was cut from five years to two <br />years. <br />TAX AND RECORDS BUILDING - the 2,8 million was decreased to 1,5 million which <br />deletes those offices of finance, personnel, Board of Commissioners and County Manager. <br />After further discussion this figures was revised to 2.7 million. <br />ANIMAL .SHELTER - the $435,000 was reduced to $300,000 which reflects a decrease in <br />the square foot cost. Bill Laws explained that the square foot cost for 14,000 square <br />feet would be $75,00 per square foot, Commissioner Halkiotis suggested that the entire <br />facility be studied very carefully and any kind of redesign should include some adequate <br />office space. , <br />911 CENTER - the $200,000 listed for this project will not cover the entire cost of <br />this project. Additional funds will be needed. After further discussion this figure <br />was revised to $300,000. <br />POOLS - the options were discussed -- two community pools, two school pools or one <br />of each and the different needs which exist in the two areas of the County, Mary Anne <br />Black stated that the minimum pool size is a 25 yard pool, The estimated cost is 1.3 <br />million without any auxiliary facilities. These facilities would cost an additional <br />$270,000. <br />The Board agreed that there is a need for swimming pools, The question is how they <br />should be funded. John Link pointed out that in order to pay for the pools as a <br />pay-as-you-go item, it would be necessary to make deletions from the list. <br />Concern was expressed that one bad item on the band issue may determine the outcome <br />of the other items on the bond issue. Questionable items for the bond issue included <br />the pools and the land acquisition for the reservoir. <br />Commissioner Willhoit emphasized that the County needs to be in a position to <br />acquire land as it becomes available. The land could be used for recreational purposes <br />until the .reservoir is needed. Those in Economic Development will support this because <br />water is needed for economic growth. The intent must be that the revenues from the <br />water will pay for the reservoir. <br />Discussion ensued on water resources and whether or not to put on the bond issue an <br />amount for land acquisition for a reservoir. <br />After further discussion it was decided that the bond issue would consist of <br />twenty-one million for schools, eight million for public buildings and one million for <br />land acquisition for a reservoir, This would be presented for public comment on July 5. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Carey to present <br />a bond package totaling thirty million for receipt of public comments on July 5, 1988. <br />VOTE: UNANIMOUS. <br />BUDGET AMENDMENT <br />Motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to <br />approve an amendment to the 1987-88 Budget Ordinance by the following change; <br />
