~~~ <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />WORK SESSIONS ON THE PROPOSED BOND ISSUE <br />JUNE 23, 1988 <br />JUNE 29, 1988 <br />The Orange County Board of Commissioners met in special session on June 23, 1988 at <br />4:00 p.m. in the Commissioners' Conference Room, Court Street Annex, Hillsborough, North <br />Carolina for the purpose of holding a work session on considering a proposed bond issue. <br />BOARD MEMBERS PRESENT: Chair Shirley E. Marshall and Commissioners Moses Carey, <br />Jr., Stephen Halkiotis, John Hartwell and Don Willhoit. <br />STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers William <br />T. Laws and Albert Kittrell, Recreation and Parks Director Mary Anne Black, Clerk to the <br />Board Beverly A. Blythe, Finance Director Ellen Liston and Budget Analyst Donna Wagner. <br />EXECUTIVE SESSION <br />Motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to go <br />into Executive Session for discussion of property acquisition. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to go <br />back into special session. <br />VOTE: UNANIMOUS. <br />DISCUSSION ON THE PROPOSED BOND ISSUE <br />County Manager John Link presented and explained two scenarios with one totaling <br />twenty-five million with eighteen million for schools and seven for county projects and <br />one totaling thirty million with twenty-one million for schools and nine million fox <br />county projects. <br />Commissioner Marshall stated with reference to swimming pools the need to have some <br />figures for building a community pool and also for building a pool at one of the high <br />schools.. <br />Commissioner Halkiotis expressed concern that the rural education center is <br />scheduled so late in the CIP, stating that the whole concept needs to be taken back to <br />the simple structure that was first envisioned. The cost does not include moving the <br />agricultural extension office. <br />It was the consensus of the Board that the replacement of the Efland multipurpose <br />center needs to be on the list. <br />Finance Director Ellen Liston described the financial aspect of both scenarios. A <br />thirty million bond issue would increase taxes by 3.1 cents. A twenty-five million bond <br />issue would increase taxes by 2.25 cents. <br />Discussion ensued on which items would be included in a band issue and if the bond <br />issue should be twenty-five or thirty million. It was agreed to include something for <br />water resources. <br />There was a consensus of the Board to ga with a thirty million dollar bond issue. <br />
