REQUEST TO INITIATE LEGAL ACTION - DWIGHT WAGONER <br />Motion was made by Commissioner Willhoit, seconded by Chair Marshall to <br />initiate legal proceedings against Dwight Wagoner who is in violation of the Orange <br />County Zoning Ordinance. <br />VOTE: UNANIMOUS. <br />8. PROCEDURAL CHANGE - ISSUANCE OF BUILDING PERMITS (Copy of the procedure is in <br />the permanent agenda file) <br />Motion was made by Commissioner Halkiotis, <br />proposed procedural change for the issuing <br />VOTE: UNANIMOUS. <br />seconded by Chair Marshall to.support the <br />of building permits. <br />9. ASSIGNMENT OF HOUSE/BUILDING NUMBERS -RURAL ROUTES AND CHAPEL HILL AREAS <br />Motion was made by Commissioner Halkiotis, seconded by Commissioner Willhoit to <br />approve the advertisement and the public hearing date of June 21 for the assignment of <br />house numbers on Rural Route 11 and a portion of Route l5, Chapel Hill. <br />VOTE: UNANIMOUS. <br />10. OWASA/CHATHAM AGREEMENT <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Willhoit to <br />adopt the resolution as stated below: <br />WHEREAS, the OWASA Board of Directors has asked the governing bodies of Orange County, <br />Carrboro and Chapel Hill to comment on a proposed agreement between OWASA and Chatham <br />~! County regarding sale of water and cooperative planning of water facilities; and <br />WHEREAS, the Orange County Commissioners support the sharing of water supplies in the <br />:'mutual interest of the citizens of Chapel Hill and other jurisdictions; and <br />WHEREAS, the proposed agreement would enable sharing of OWASA's water supplies on an <br />interim basis as Chatham County develops facilities to use Jordan Lake water, most <br />likely on a joint basis with other entities; and <br />WHEREAS, the management of growth in southern Orange and northern Chatham Counties <br />should be conducted on a cooperative, coordinated basis in the best interests of the <br />citizens of the areas; <br />NOW, THEREFORE, BE IT RESOLVED by the Orange Gounty Board of Commissioners: That the <br />Orange County Commissioners endorse the purposes of the proposed draft agreement, dated <br />April, 1988, between Chatham County and OWASA, regarding sale of water and <br />cooperative water supply planning. <br />VOTE: UNANIMOUS. <br />ll. JOINT APPLICATION FOR AN ALLOCATION OF $. EVERETTE JORDAN LAKE WATER SUPPLY <br />Motion was made by Gommissioner Hartwell, seconded by Commissioner Willhoit to <br />endorse the County's joint application for water withdrawal from B. Everette Jordan Lake <br />in cooperation with OWASA, Tawn of Hillsborough, Orange-Alamance Water System, Inc. and <br />Chatham County as stated. in the resolution stated below: <br />RESOLUTION AUTHORIZING THE FILING OF ORANGE COUNTY'S APPLICATION FOR AN ALLOCATION <br />OF B. EVERETT JORDAN LAKE WATER SUPPLY STORAGE AND EXPRESSING SUPPORT FOR SUBMITTING <br />SAID APPLICATION IN GOOPERATION WITH OTHER AGENCIES <br />WHEREAS, Orange County has reviewed possible water demands for the next several <br />decades and assessed the water supply available from existing and planned water supply <br />
