~~ <br />retained as separate lots on the final plat. <br />11. Dedicate to public use (Orange County) the Booth Road right-of-way for the <br />stub-out as indicated on the preliminary plan. It is required that the <br />right-of-way be labeled "dedicated to public use." <br />VOTE: UNANIMOUS. <br />4. BOULDER BLUFF SUBD. -PRELIMINARY PLAN <br />The property is loca ted on the east side of Dodsons Crossroads two-thirds <br />mile south of Dairyland Rnad. It is zoned Residential-1 and the Land Use Plan <br />designation is Rural Residential. Twelve (12) lots and two tracts over ten acres are <br />proposed in two phases out of 62.7 acres. The open space easement which will be owned <br />and maintained by a Homeowners Association includes approximately 1.97 acres. The dev- <br />eloper has agreed to provide an easement for a trail along the length of the creek. The <br />Administration and the Planning Board recommends approval of the preliminary plan for <br />Boulder Bluff Subdivi-sion with a Glass B private road having pullovers as needed for <br />cars to pass each other safely and seven conditions as listed below in the motion. <br />Motion was made by Commissioner Hartwell, seconded by Chair Marshall to approve <br />the preliminary plan for Boulder Bluff Subdivision as recommended by the Administration <br />and the Planning Board with the following seven conditions: <br />1. Submit restrictive covenants and Road Maintenance <br />Agreement fox review and approval by the County Attorney. <br />2. Indicate a fifty-foot right-of-way on the private road. <br />3. Show acreage of lots 3 through 12 and Tracts A and B <br />including and excluding the road right-of-way. <br />4. Choose a new road name which is not repeated elsewhere-in <br />the County. <br />5. Include in the Restrictive Covenants provisions for tree <br />protection. <br />6. On the final plat, indicate an easement to allow the <br />residents access along the creek. <br />7. Provide a note restricting access of lots 3 and 4 to the <br />private road. <br />8. Included in the restrictive covenants prohibition of <br />further subdivision. <br />VOTE: UNANIMOUS. <br />5. PD-1-87 FLOWERS MO$ILE HOME PARK -REQUEST FOR EXTENSION <br />Motion was made by Commissioner Halkiatis, seconded by Commissioner Hartwell to <br />approve a six-month extension of a Planned Development/Special Use Permit for Flowers <br />Mobile Home Park. <br />VOTE: UNANIMOUS. <br />6. TOWN OF HILLSBOROUGH REQUEST - RELINQUISHMENT OF SUBDIVISION REGULATIONS <br />Planning Director Marvin Collins gave background information on the request <br />from Hillsborough for Orange County to relinquish administration of its Subdivision <br />Regulations within the Town's planning and zoning jurisdiction. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Halkiotis to <br />approve the proposed amendments made by Hillsborough to clarify the design standards for <br />I-40/I-8S, and other minor changes to the Subdivision Regulations to address the <br />recommendations from Orange County. <br />VOTE: UNANIMOUS. <br />The Board's decision will be forwarded to the Town of Hillsborough. Following <br />adoption and incorporation of the design standards into the Hillsborough zoning and <br />subdivision regulations, the Board of Commissioners may consider the specific request to <br />
