i~~ <br />To approve lease renewals for Wake Opportunities, JOCCA, and Community School <br />for People Under Six through June 30, 1989, and authorize the Chair to sign on behalf of <br />the Board. <br />11. 1987-88 AUDIT CONTRACT ': <br />To approve the contract for fiscal year 19$7-$8 to develop the audit for the <br />fiscal year ending June 30, 1988 with Touche Ross & Co, for the amount of $25,750 and <br />to authorize the Chair to sign. <br />VOTE: UNANIMOUS. <br />ITEMS FOR DECISION-REGULAR AGENDA <br />1. ORANGE REGIONAL LANDFILL TIPPING FEES <br />Bruce Heflin, Director of Public Works for Chapel Hill, gave background <br />information and summarized the reasons for the recommendation to increase tipping fees <br />at the Orange County Landfill. Because of the additional requirements from the State, <br />the operation costs for the landfill have increased. With the additional revenues they <br />will purchase new equipment which will be needed to meet the state requirements as well <br />as dig new wells for monitoring. The first installment of the landfill liner will be <br />paid in 1988. Three payments of $100,000 each will be paid over the next three years. <br />The recycling program will be expanded. <br />Commissioner Halkiotis asked if there was a law against trash being hauled in <br />open trucks and Bruce Heflin responded that all trucks are supposed to be covered so <br />that debris does not blow out. <br />Commissioner Hartwell suggested making the tipping fee lower for cars and <br />pick-up trucks stating that these are the people who make the decision to go to the <br />landfill or dump the trash elsewhere. Heflin indicated that some pickup trucks come to <br />the landfill scraping the pavement because of being overloaded. They would like to <br />discourage this by keeping the pick-up truck rate close to the per ton rate. Heflin <br />indicated he would study the request from Commissioner Hartwell and try to get a <br />breakdown on how much material is coming in from pick-up trucks and cars and report that <br />information back to the Board. <br />Further discussion ensued on the future of the landfill operation and <br />alternatives to the landfill. <br />Commissioner Willhoit made comments about debris blowing out of trucks and <br />asked that he be provided with a copy of the state regulation. <br />The Board requested that Heflin take the comments made; by the Board members <br />back to the Landfill committee and report back at a later time and he agreed. <br />Motion was made by Commissioner Halkiotis, seconded by Commissioner Hartwell to <br />approve a new schedule of tipping fees for the Orange Regional Landfill beginning July <br />1, 1988 as listed below: <br />garbage and refuse <br />construction and bulk <br />asbestos <br />coal ash <br />pick-up trucks and trailers <br />single carloads <br />VOTE: UNANIMOUS. <br />$10.00 per ton <br />$12.00 per ton <br />$10.00 per ton <br />$15.00 per ton <br />$ 5.00 per load <br />$ 3.00 per load <br />2. EAGLES CHASE SUBDIVISION -PRELIMINARY PLAT <br />The property is located in Hillsborough Township off Ode Turner Road (SR 1130). <br />Seven (7) lots are proposed out of 21.71 acres. The average lot size will be 3.10 <br />acres. Each lot will have frontage on Jacobs Trail. The property is zoned <br />
