a~ <br />suspension of'payments or the immediate termination of this Agreement <br />(24) HAZARD MITIGATION PLAN <br />If'RECIPIENT/SUBGRANTEE is a local governmental entity, RECIPIENT/ <br />SUBGRANTEE shall complete and adopt anall-hazards mitigation plan in a <br />manner satisfactory to the State Hazard Mitigation Officer within three hundred <br />and sixty-five (365) calendar days following execution of this Agreement. The all- <br />hazards mitigation plan shall be developed in accordance with the minimum criteria <br />for local hazard mitigation plans as determined by the AGENCY/ GRANTEE. The <br />minimum criteria are incorporated by reference into this Agreement as if fully set <br />out herein. <br />(25) VOLUNTEER LABOR <br />The RECIl'IENT/SUBGR.ANTEE shall have the authozity to use volunteer laboz or <br />any. other labor force and shall have the authority to use acquired materials, <br />equipment and supplies necessary to construct, build or' erect replacement housing <br />in areas affected by FEMA-1134-DR-NC, FEMA-1240-DR-NC, FEMA-1291-DR- <br />NC and FEMA-1292-DR-NC Further, when constructing, building, oz~ erecting <br />replacement housing in the aforementioned affected areas, the <br />RECIl'IENT/SUBGRANTEE shall use the replacement housing in lieu of <br />purchasing eligible property pursuant to 44 C,F..R.
