financial plan which will permit the gradual acquisition of both schools, <br />sewers and parkland over a period of years because all are necessary. <br />ROBERT NICHOLS stated he is not opposed to parks and recreation but <br />considers the plan a partial plan because the financing of it is not <br />included in how to obtain what is wanted. The property owners cannot <br />support everything that is needed. A financial plan is needed which <br />includes all the people. He suggested a sales tax that would tax all the <br />people. <br />MARIE TATE stated there are no parks or recreational facilities for <br />the children in Cheeks Township. She is not opposed to the Plan. She is <br />far the future and what can be done now for those that have no facilities. <br />She is against waiting twenty years for these recreational facilities.. <br />SUSAN WALDROP expressed her surprise at finding there were no pools or <br />parks in Hillsborough when she moved to the area eight years ago. She <br />feels the community does not have adequate parks or recreational facilities <br />and thus Orange County may not be the attractive location in which <br />companies may want to locate. Investing now to make Orange County a better <br />place to live and work is making good use of the County's tax dollars. <br />FLETCHER REIMAN stated the proposa], does not contain facts on how to <br />fund it. He questioned how anyone could vote to support the plan. <br />JEAN FORREST asked about a statement made by Mary Anne Black with <br />regards to OWASA. Mary Anne Black explained that the Master Plan proposes <br />a district park in conjunction with the OWASA reservoir and adjoining <br />properties. Patrick Davis, Assistant Director of OWASA, explained that <br />oWASA has participated in the discussion about a Cane Creek district park. <br />They will review some development plans with the County in the upcoming <br />months. There are recreation activities at University Lake which are <br />provided by OWASA. The uses of the Cane Creek Reservoir and the <br />appropriate funding would need to be determined. <br />DAVID SMUDSKI , member of the Orange County Recreation and Parks <br />Advisory Council, stressed and illustrated the need for recreational <br />facilities. Pools are needed in rural Orange County. He suggested that a <br />way needs to be found to finance these needs. <br />DOROTHY BAIN noted that the Southgate Home is owned by the State and <br />would be a wonderful recreational area for the County. Eno desperately <br />needs water and sewer and she would like mare clean industry in that area. <br />WITH NO FURTHER COMMENTS, THE PUBLIC HEARING WAS CLOSED. <br />2. PROPOSED CDBG APPLICATIONjRENCHER STREET AREA <br />Tara Fikes presented for the receipt of citizen comments the <br />proposed FY1988 Community Development Block Grant application for the <br />Rencher Street area. <br />THE PUBLIC HEARING WAS OPEN WAS CITIZEN COMMENTS. <br />ALVIS LONG spoke for the Rencher Street Community and asked that the <br />Board approve the project and make it a better place for everyone to live. <br />G. C. CORBETT spoke in support of the project. He thanked the <br />Commissioners and also the people in the community. The people are in need <br />of some of the facilities that are included in the project. Water, sewer <br />and roads needs to be improved. Housing needs to be upgraded. <br />WITH NO FURTHER COMMENTS, THE PUBLIC HEARING WAS CLOSED. <br />Motion was made by Commissioner Carey, seconded by Commissioner <br />Hartwell to approve the proposed project activities in the Rencher Street <br />Community Development Program. <br />VOTE: UNANIMOUS. <br />..>~ <br />:; <br />.. <br />i <br />
