a~ <br />(the current Land Use Plan), recreation, transportation, housing, open <br />space, economic development, services and facilities, and. additional <br />elements as needed. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />-..- Carey to approve the proposed amendments as recommended by the Planning <br />.Board and the Administration. (These amendments are included in the <br />permanent agenda file in the Clerk's Office.) <br />VOTE: UNANIMOUS. <br />5. Proposed Subdivision Regulations Text Amendment (Section IVk-S-3- <br />c-8 Access Restrictions) <br />Marvin Collins presented for consideration amendments to Section <br />IV-B-3-c-8 of the Subdivision Regulations which set forth circumstances <br />where access restrictions apply in new subdivisions. In the case of <br />highways or streets which are heavily trave~.ed, the Planning Board and the <br />Board of Commissioners would have the option of requiring marginal access <br />roads, shared driveways and other similar standards to control access to <br />those heavily traveled streets. The Planning Board, and Administration <br />recommends approval as an interim measure. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Halkiotis to approve the amendment as an interim solution as recommended by <br />the Planning Board and the Administration. <br />VOTE: UNANIMOUS. <br />6. Proposed Subdivision Regulations Text Amendments (Section IV- B-3- <br />d Private Roads) (A copy of these amendments is located in the permanent <br />agenda file in the Clerk's Office <br />Marvin Collins explained that this proposed ordinance amendment <br />would incorporate standards within the Subdivision Regulations which were <br />included in a policy adopted by both the Planning Board and the Board of <br />'Commissioners. The new standards seek to define in more specific terms <br />when private roads would be satisfactory in a subdivision and when public <br />-'- roads would be required. This is an interim solution which will require <br />further study by the ordinance Review Committee and the Planning Staff. <br />The Planning Board and the Administration recommends approval. <br />Motion was made by Commissioner Carey, seconded by Commissioner <br />Willhoit to approve the amendments as an interim solution as recommended. <br />VOTE: UNANIMOUS. <br />7. Proposed Subdivision Regulations Amendments (Section IV Required <br />Minimum Design Standards) (A copy of these amendments is located in the <br />permanent agenda file in the Clerk's Office.) <br />Marvin Collins explained that these amendments to Section IV of <br />the Subdivision Regulations will change references to "Land Use Plan" and <br />similar documents to "Comprehensive Plan." The Planning Board and the <br />Administration recommends approval. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner <br />Halkiotis to approve the amendments as recommended. <br />VOTE: UNANIMOUS. <br />8. Request to Initiate Legal Action - George Tate (Owner) and Ray <br />Butler (Leaser) <br />Marvin Collins reported that a complaint was received about stared <br />junked automobiles on property on the east side of 01d NC 86, north of <br />Eubanks Road. This property is zoned Rural Suffer (RB). The owner and the <br />tenant have both been contacted about the Zoning Ordinance violation but <br />have not responded. The Administration recommends initiation of legal <br />proceedings against both George Tate and Ray Butler. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner <br />Carey to approve the administration's recommendation. <br />
