the needs of persons of low and moderate income; <br />WHEREAS, community development block grant funds are used by thousands <br />of neighborhood--based nonprofit organizations throughout the Nation to <br />address pressing neighborhood and human services needs; <br />WHEREAS, in the last several years the Federal Government has reduced .._,.,~ <br />Federal assistance to local governments and nonprofit organizations; <br />WHEREAS, during this time of constricted Federal contributions to the <br />task of meeting the needs of low and moderate income persons, the problems <br />have grown as evidenced by the dwindling supply of affordable housing, the <br />massive rise in homelessness, and the resurfacing of hunger and <br />malnutrition; <br />WHEREAS, during this time of Federal withdrawal from responsibility, <br />the COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM has assumed increasing <br />importance for meeting pressing community problems; <br />WHEREAS, the Congress and Nation has often overlooked the critical <br />value of the COMMUNITY DEVELOPMENT BLACK GRANT PROGRAM and the significant <br />number of organizations and projects that rely on its funds for support; <br />WHEREAS, the Congress of the United States has declared April 2-9, 1988 <br />COMMUNITY DEVELOPMENT WEEK; <br />NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of <br />Commissioners proclaim April 2-9, 1988 COMMUNITY DEVELOPMENT WEEK and call <br />upon all citizens of our county to support the COMMUNITY DEVELOPMENT BLACK <br />GRANT PROGRAM. <br />VOTE: UNANIMOUS. <br />E. REPORTS <br />1. Receipt of Planning Board Resolution -- Master Recreation and Parks <br />Plan <br />Motion was made by Commissioner Carey, seconded by <br />Halkiotis to accept the following resolution as information. <br />RESOLUTION <br />The Board of Orange County Commissioners has repeatedly <br />commitment to orderly, open government. Key to that commitment <br />attempt to abandon ad hoc decision making, instead following <br />channels to achieve reasoned and fully informed choices. <br />Commissioner <br />stated its - <br />has been an <br />regularized <br />Considering this goal, as well as the stipulated process ny wnicn <br />Orange County reaches land use decision, the Planning Board must protest <br />the manner in which the Commissioners addressed the issue of greenways <br />prior to receiving the Planning board's recommendation, which they <br />requested at the conclusion of the February 22 hearing. <br />It is indeed unfortunate that presentations at public hearings did <br />little to assuage fears, or communicate county intentions, regarding green- <br />ways. Further, despite repeated requests by the Planning Board, little <br />effort was made to explain to the public the different ways in which green <br />corridors might be achieved in Orange County. This made it easy for <br />citizens already leery of government to see the worst in attempts to <br />establish public walkways and/or wildlife corridors. <br />The Planning Board must ultimately defer to the wisdom of the <br />Commissioners regarding the establishment of such greenways. It cannot, <br />however, become a party to the circumvention of the very processes from <br />which it derives its authority, and by which the citizens of Orange County <br />are assured a full and fair discussion of issues. <br />VOTE: UNANIMOUS. <br />2.
