<br />PUBLIC COMMENTS <br />ALVIS L. LONG stated that most of the houses on Rencher Street are in <br />poor condition and eight homes have no bathroom facilities. Water is <br />-..standing in ditches and the road has not been properly maintained. He <br />,asked that this project be approved by the Board. <br />JOHN WALTON stated that the problems are the same as last year. The <br />'largest need is proper drainage for the sewerage. <br />G. C. CORBIT stated the community is organized and dues are paid which <br />are used to help others in the community. The problems are still the same. <br />Some families do not have wells and some of the water is contaminated. <br />Sewage is on top of the ground because of the poor drainage which leads to <br />poor health problems. He spoke of the low water pressure and illustrated <br />the extent of the problem. He asked that the Commissioners help with <br />getting this project approved. <br />WITH NO FURTHER COMMENTS, THE PUBLIC HEARING WAS CLOSED. <br />D. RESOLUTIONS OR PROCLAMATIONS <br />1. Resolution of Support for Welfare Reform, Family Security Act - <br />Senate Bill 1511 <br />Motion was made by Commissioner Hartwell, seconded by Commissioner <br />Carey to agprove the Resolution of Support for Welfare Reform, Family <br />Security Act - Senate Bill 1511 as stated below: <br />RESOLUTION OF SUPPORT <br />FOR WELFARE REFORM, FAMILY SECURITY ACT, (5.1511) <br />WHEREAS, the United States Senate is considering the Welfare Reform, <br />Family Security Act, (S. 1511) sponsored by Senator Danial Moynihan; and <br />WHEREAS, the Family Security Act includes the National Education, <br />`,Training and Work Program (NETWork) which requires all adults who receive <br />family support supplements, which replace aid to families with dependent <br />'children (AFDC) payments, to participate in NETWork; and <br />WHEREAS, the Family Security Act includes day care and transportation <br />assistance, work incentives through increased income, Medicaid transitional <br />extension and benefits improvements; and <br />WHEREAS, the cornerstone of the Senate bill is child support enforce- <br />ment through mandatory wage withholding; and <br />WHEREAS, the Job Opportunities and Basic Skills (JOBS) Program is a <br />component of the Family Security Act which would allow states to create and <br />operate their own education, training and employment programs for long-term <br />recipients and coordinate with other work-related programs such as JTPA; <br />and <br />WHEREAS, the National Association of County Officials, the American <br />Public Welfare Association and the nation's governors have identified <br />welfare reform as a priority for the 100th Congress; <br />NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of <br />Commissioners supports Welfare Reform, Family Security Act, (5.1511) and <br />urges its timely consideration by the United States Senate. <br />VOTE: UNANIMOUS. <br />2.
