5 <br />DEPUTY FINANCIAL SERVICE DIRECTOR <br />Interacts and communicates with various groups and individuals such as County Manager, <br />elected officials, County Management staff, Management staff of other entities, County <br />department heads and the general public. <br />ADDITIONAL JOB FUNCTIONS <br />Serves as acting Financial Services Director in his/her absence on occasion. <br />Represents the County by serving on various committees of the North Carolina Local <br />Govemment Budget Association. <br />Pertorms related duties as required. <br />MINIMUM TRAINING.AND EXPERIENCE <br />Requires any combination of education and experience equivalent to a Bachelor's degree in <br />accounting or closely related field and three to five years of experience in local government <br />accounting, budgeting, and auditing. Possession of or ability to readily obtain a valid driver's <br />license issued by the State of North Carolina for the type of vehicle or equipment operated. Any <br />supervision experience? <br />MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED <br />TO PERFORM ESSENTIAL JOB FUNCTIONS <br />Physical Requirements: Must be physically able to operate a variety of machines and <br />equipment including computers, copiers, telephone, calculator, etc. Must be able to exert up to <br />five pounds of force occasionally and/or a negligible amount of force frequently or constantly to <br />lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, <br />but may involve walking or standing for periods of time. Must be able to lift and/or carry weights <br />of up to twenty-five pounds. <br />Data Conception: Requires the ability to compare and/or judge the readily observable <br />functional, structural or compositional characteristics (whether similar to or divergent from obvious <br />standards) of data, people or things. <br />Interpersonal Communications: Requires the ability of speaking and/or signaling people to <br />convey or exchange information. Includes receiving instruction and/or direction from supervisor. <br />Language Ability: Requires ability to read a variety of regulations, laws, codes, policies and <br />procedures, budget documents, contracts, accounting manuals, etc. Requires the ability to <br />prepare operating and capital budgets, analytical reports, various reports, memos, <br />correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of <br />speech. Requires the ability to speak with and before others with poise, voice control and <br />confidence. <br />Intelligence: Requires the ability to apply rational systems to solve practical problems and deal <br />with a variety of concrete variables in situations where only limited standardization exists; to <br />©Archer Company 2008 3 <br />
